ICF is hiring a government service procurement specialist (consultant) to support work with the U.S. Department of Labor (USDOL) Office of Child Labor, Forced Labor and Human Trafficking (OCFT). The specialist will be working with the ICF data visualization and the labor and migration team members and will have in-depth knowledge of US government product and service codes to identifying and determine specific codes for a wide array of good descriptions.
ICF provides USDOL with research and publications support related to international child labor, forced labor, human trafficking, trade, and supply chain issues. ICF conducts research on labor exploitation, forced labor, and child labor risks in the production of goods around the world including goods procured by the U.S. Government.
The consultant will use the Product and Service Codes (PSC) to categorize and identify goods and services and research and development activities that the federal government purchases, allowing for accurate tracking and reporting of procurement actions across different agencies. The position will be a short and remote consultancy up to 40 hours for the entire length of the contract. Work will begin in January 2025.
Key Responsibilities:
• Review and use PSCs to develop new correlation data between procurement and service codes and EO List goods. EO List refers to the "Executive Order List" maintained by the U.S. Department of Labor, which identifies products and their countries of origin that are believed to be produced using forced or indentured child labor, based on Executive Order 13126.
• Work with the ICF data visualization team to incorporate the procurement data into the visualization products for USDOL.
Required Qualifications:
• Bachelor’s degree and 3+ years of experience working as a government procurement specialist.
• 3+ years of experience using product and service coding systems particularly PSC codes.
• 3+ years of experience using procurement software and data management tools.
• 3+ years of experience analyzing and interpreting purchase data based on product and service codes.
Preferred Qualifications:
• Knowledge of international labor standards, forced labor laws, and industry best practices for ethical sourcing.
• Knowledge of relevant procurement regulations and compliance requirements.
• 3+ years of experience working on procurement processes, including sourcing, negotiation, contract management, and supplier evaluation.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$60,927.00 - $103,576.00Nationwide Remote Office (US99)
