Job Description:
The Government Property Manager serves as a critical staff augmentee to the US Government staff located at Camp Lemonnier in Djibouti, managing the Government Property function and personnel within the assigned Area of Responsibility (AOR). This position ensures meticulous compliance with all requirements pertaining to the receipt, tracking, usage, and disposition of government property, as specified in applicable sections of LOGCAP contract documents, the Federal Acquisition Regulation (FAR), and the Defense FAR Supplement (DFARS). The Property Manager maintains responsibility for the Master Property Book of Record (including electronic government property control systems and all sub-hand receipts), verifying the proper handling of all government property in Fluor's possession under a project or task order at all times. This role demands a deep understanding of military protocol, terminology, and reporting procedures, as the Property Manager will regularly interact with high-ranking US military officials.
Key Responsibilities:
• Manage the development, communication, and consistent use of Property Control Practices/Systems, ensuring full compliance with all applicable requirements, as demonstrated by Federal government review/audit ratings at or above the "satisfactory" level.
• Manage, train, and develop subordinate staff and project personnel, ensuring their complete understanding of and adherence to all contractual and regulatory requirements.
• Ensure the timely preparation and distribution of required Government Property Management reports, with priority emphasis on Unique Identification (UID) items, physical verification of inventories, Loss Damage/Destruction (LDD) reports, DD 1149 (Transfer/Surplus), and annual DD1662 (Property in the Contractor's possession) reports.
• Collaborate closely with the Government Property Site Manager (GPSM), Program Managers, and the Property team to support daily operations related to the 10 Government Property Management Outcomes outlined in the FAR (particularly FAR 45 and 52.245-1), aligning site processes with the customer's Government Property Manual (GPM).
• Support daily operations related to the 10 Government Property Management Outcomes as defined by FAR 45 and 52.245-1.
• Follow contract objectives, Statements of Work (SOWs), deliverable reports, and outcome metrics to drive actions and decisions.
• Lead contract management efforts, including overseeing the contract closeout process.
• Assist Program Managers with asset and material transfers related to contracts.
• Collaborate with the disposition lead to manage Plant Clearance for excess items required for contract closure.
• Oversee risk mitigation and ensure compliance with regulations and internal standards.
• Will Reside on Camp Lemonnier in Djibouti
