About the Governor's Summer Internship Program (GSI):
The Governor’s Summer Internship Program (GSI) is designed to give college students real-world, hands-on experience in their desired field of study to enhance marketability upon graduation. Participation in the program will offer students a multitude of experiences including networking with state employees, resume building and soft skills workshops, agency head panels, and much more.
About Indiana Department of Environmental Management:
Our mission is to implement federal and state regulations to protect human health and the environment while allowing the environmentally sound operations of industrial, agricultural, commercial, and governmental activities vital to a prosperous economy. We issue air, water, and solid and hazardous waste permits that restrict discharges to environmentally safe levels. Staff members inspect and monitor regulated entities; provide compliance and technical assistance; monitor and assess air, land, and water quality; use enforcement actions as necessary to ensure compliance; and respond to incidents involving spills to soil or waters of the state.
Role Overview:
This position exists within the Compliance and Enforcement Branch, Office of Air Qualtiy of the Indiana Department of Environmental Management. The intern will report to the Compliance Section Chief.
The purpose of the position is to effectively use all compliance and enforcement tools and resources available to improve air quality in our state by ensuring that all air pollution sources are in compliance with all state and federal air pollution control laws, rules and permits while incorporating innovative voluntary compliance and pollution prevention approaches with the regulated community.
In this role you will works as an environmental intern on compliance and enforcement related projects supporting the branch. You will be researching and preparing various reports for supervisor, generating and maintain data, conducting inspections, typing documents/maintaining files, preparing and filing of various documents, responding to agency requests for reports and information pertaining to various compliance and enforcement activities. Also you will coordinate with various companies and IDEM inspectors, enforcement case managers, administrative staff, and other professional staff in the branch and office.
Salary Statement:
The hourly rate for this position is $16.24 for those that do not hold a bachelor’s degree & $17.24 for those that hold a bachelor’s degree or higher by the time the internship starts.
Location:
This position is located in IDEM Offices, Indiana Government Center North, Downtown Indianapolis.
A Day in the Life:
The essential functions of this role are as follows:
+ Identify and execute one major project related to agency needs and academic area of study
+ Create, develop, and sustain the programmatic efforts for the assigned discipline
+ Analyze data and feedback to provide recommendations
+ Partner with other relevant stakeholders to promote and enhance the quality of projects
+ Collaborate with State of Indiana agencies to ensure effective implementation of internal and external initiatives
+ Review Title V Annual Compliance Certifications (ACC) and determine compliance with Clean Air Act Federally Enforceable State Operating Permits and Title V Permits. This will require research and file review of permits, enforcement documents, and compliance activities to insure the accuracy of the ACCs as well as interaction with OAQ inspectors and enforcement case managers and subject companies. Prepare violation letters and enforcement referrals for non-compliance identified in the ACC’s.
+ Review and update Dry Cleaner source records in ACES database based on file review and available materials and data.
+ Review and audit complaint data in the branch database (ACES) and agency database (Regulatory Management (RM)) to assure complaint information is complete and accurate and complaints have been closed out.
+ Accompany air compliance inspectors on inspections to assist in determining compliance status of industrial and manufacturing facilities’ pollution control equipment.
+ Prepare technical reports of research and investigations, documenting findings and making recommendations for action.
+ Communicate and consult with regulated entities, consultants, attorneys, associations, individuals, and community organizations to assist and resolve compliance and enforcement issues.

What You'll Need for Success:
+ Must be currently enrolled as an undergraduate or graduate with an accredited post-secondary institution and have completed at least one (1) year of undergraduate education.
+ Academic work in related field
+ Excellent oral and written communication skills
+ Ability to analyze data sets related to discipline
+ Ability to build relationships, establish credibility, and influence leaders at all levels
+ Ability to conduct well-informed research
+ Ability to solve complex, critical problems
+ Ability to review and make recommendations on proposed changes to relevant policies and procedures
+ Use knowledge of environmental health sciences, public and environmental health, environmental protection principles and practices.
+ Gather necessary compliance and enforcement information and complete a final report on activities.
+ Excellent written and oral communication skills preferred.
+ Ability to use databases, spreadsheets, and word processing.
+ Effective planning and organizational skills.
+ Ability to work independently
Benefits of Employment with the State of Indiana:
This seasonal position does not offer benefits and is limited to 180 working days in an eleven (11) month continuous period
