Key Responsibilities:
Purpose of the position:
The Grant Accountant of the Global Fund HSS Project will be in charge of daily activities related to supervise cash management and payment, verification of data accuracy for reporting purposes. The Grant Accountant will be also doing financial analysis to ensure variance at the end of each accounting period is well explained. The incumbent will be involved in monitoring/management of standards for grant finance teams and ensure the policies and procedures for the donor are understood for finance team. He/She will conduct Financial and Internal control at located area and ensure that the monthly financial report follow donor regulations before importing to finance database and consolidation into the main financial report template.
Major Responsibilities:
Financial Accountability and Reporting:
Ensure that all payments related to project implementation are supported by sufficient supporting documentation.Ensure that invoices related to project implementation are received, payment prepared and submitted in the invoice payment system (Coupa).Process payments related to project implementation on time with the cash transfer system.Ensure efficient fuel and cash management for the project.Ensure coding and filing of payment files related to project implementation to improve access to data.Record all transactions related to project implementation in World Vision International’s financial system (Sun System) on time.Produce accurate and timely financial reports for the donor using the formats prescribed by the donor and verify that they meet their requirements.Cash Flow Management and Monitoring:
Perform reconciliations of WVIB internal reports with financial reports produced for UGADS and the Global Fund.Track fund disbursements and update WVIB’s financial system (Sun System).Ensure that monthly budget changes are made to comply with exchange rate regulations as defined by WVIB.Perform monthly bank reconciliations for all project accounts.Prepare and participate in monthly financial analysis meetings at the national level and ensure that proposed actions are implemented within the following month.Risk Management and Coordination of Internal and External Audits:
Strengthen the capacity of project staff in financial management systems and analytical skills.Comply with WVIB and Donor regulations on a daily basis.Prepare and participate in internal and external audits according to a schedule provided in the project agreement.Manage financial risks by implementing effective internal controls and monitor the implementation of audit recommendations for the project within 90 days.
Asset Management:
Maintain an asset register and accurately build accountability and trust in asset management to the Office and funder.Ensure that asset reconciliation reports and physical inventory of assets are completed on a quarterly basis.Immediately receive and ship staff assets in separation to the warehouse (prepare necessary documentation and obtain approval).Participate in the identification of assets to be disposed of and work closely with the Asset Management Committee.
Capacity building:
Support staff and staff and partners on activity payment file elements.Provide ongoing technical support to resolve activity payment issues.Identify opportunities for improving activity payments and propose solutions to optimize the efficiency and quality of operations.
Other duties:
Attend and participate in weekly chapel services and daily devotional meetingsMust be a committed Christian, able to stand above denominational diversities.Able to deploy as required in the event of an emergency responsePerform other duties as assigned by the Supervisor or designee from time to time.Qualifications: Education/Knowledge/Technical Skills and Experience
Minimum Qualification and Experience required:
A university degree in Accounting, Business Administration or related qualification.Experience: Minimum 3 years in a similar role.Preferred: Professional certified as CPA or ACCAExperience in communication using outlook or Lotus noteExperience with accounting software.Demonstrate experience in reporting.Having worked in an NGOs is an asset.Female candidates are encouraged.Technical Skills & Abilities:
Excellent computer skills in Excel & Sun-systems software.Knowledge in storekeeping, bookkeeping, clearing, forwarding and dispatchLogistics planning skills and ability to follow health & safety practicesExperience in managing donor funds (Global fund, UNDP, WFP, UNICEF, World Bank, EU, USAID, etc.),Working knowledge of Sponsorship and grants operations, finance services and practices is an added advantage.Good planning and organizational skills with attention to detailOther Competencies/Attributes:
