About Indiana Department of Environmental Management: Our mission is to implement federal and state regulations to protect human health and the environment while allowing the environmentally sound operations of industrial, agricultural, commercial, and governmental activities vital to a prosperous economy. We issue air, water, and solid and hazardous waste permits that restrict discharges to environmentally safe levels. Staff members inspect and monitor regulated entities; provide compliance and technical assistance; monitor and assess air, land, and water quality; use enforcement actions as necessary to ensure compliance; and respond to incidents involving spills to soil or waters of the state. Role Overview: This position exists within the Surface Water and Operations Branch/Operations Section of the Office of Water Quality (OWQ) of the Indiana Department of Environmental Management (IDEM). This position reports to the Section Chief of the Operations Section and is responsible for providing analysis for grants management. This position develops, coordinates, and administers grants. It coordinates, reviews, evaluates, and reports on grants at various stages to ensure grant compliance. This position will also serve as the liaison to agency staff and EPA. This postion will be responsible for: + Providing expertise in the development, implementation, and administration of the OWQ grant budgets, including but not limited to Indiana’s Clean Water Act (CWA) and Safe Drinking Water Act (SDWA) + Review, Provide feedback, and Partner with OWQ staff and other IDEM programs to prepare grant application and amendment packages + Develop and coordinate grant budgets with program staff. Grant budgets include state and federal cost categories relating to the operation of OWQ + Advise OWQ managers and program staff on the eligibility requirements and uses for expenditures under each grant + Monitor grant expenditures with regard to grant end dates to ensure complete expenditures for federal grant funds in an accurate and timely manner + Auditng grant accounts and verify accuracy of expenditures for grants + Advise program staff on technical reporting requirements in grant awards + Addresses workflow issues using verbal and written communication and assist in the development and implementation of internal guidelines and procedures Salary Statement: The salary for this position traditionally starts at $39,000.00 but may be commensurate with education or work experience. A Day in the Life: The essential functions of this role are as follows: + Provide resource information to potential recipients on types of grants available, federal and agency requirements for obtaining grants and process of applying for grants. + Assist potential recipients in the grant application process making recommendations on possible changes, if needed and frequently, writing and/or reviewing grant applications. + Make recommendations to supervisors on needs of potential recipients. + Assist and review grant application recipients and aid in interpretation of grant rules and regulations. + Research and review new grants and existing grant requirements. What You'll Need for Success: You must meet the following requirements to be considered for employment: + One (1) year of experience in grant programs or program planning. + Basic knowledge of grants, the grant application process and rules and regulations pertaining to grants applicable to assigned programs. + Working knowledge of programs, program planning, public administration, and the political system as they relate to the grant process. + Ability to research new procedures, rules, and regulations. + Effective communication skills.
