Grant Management Specialist (Open to both U.S. Citizens and Federal Employees)
Summary You will serve as a Grant Management Specialist in one of the National Highway Traffic Safety Administration (NHTSA) offices and receives daily direction and guidance from the Grant Management Team Lead. The regional office is responsible for implementing the federal highway safety grant program fiscal controls in each state. Responsibilities As a Grant Management Specialist, you will: Provide technical assistance and training to States on the management of Federal grant funds and grant-funded activities. Work with the regional safety programs team to review the grant fund requirements of the State Annual Reports (ARs) and Highway Safety Plans (HSPs), and incentive grant submissions for the purpose of grant regulation compliance and allocability. Perform activities pertaining to Management Reviews, regular grant management oversight and monitoring of the State Highway Safety Offices (SHSOs) in conjunction with the regional compliance team. Use electronic program and financial management systems to review and approve grantees’ financial documents, and provide technical assistance to the SHSO and other State financial personnel including: notification of funds availability, resolution of critical errors, calculation of matching requirements, reconciliation of program funds, assist in the hands-on training of States' personnel on the use of the Grants Tracking System (GTS), and assist State personnel in the closure of GTS each grant year. The ideal candidate should have experience in financial/administrative management and grant oversight and regulatory interpretation, and strong organization skills to manage multiple work assignments. Candidate should have experience working with grant funds to include reviewing, evaluating, and approving proposed grant funded programs and monitoring grant programs expenditures after implementation, and instituting sound actions in response to audit considerations/findings and recommendations in a State, and grant oversight activities. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience providing technical assistance and training on the management of grant funds and grant-funded activities. Experience in grant management processes and administration, theories, concepts and practices that relate to intergovernmental policies of multi-level grant recipients. Experience conducting audits and recommending or initiating action to meet goals and mission of Federal agency, State, or local jurisdictions. Experience providing training, technical assistance, monitoring and oversight and consultation to program officials, awardees, review panels, applicants, recipients, and subrecipients as needed. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability in administration of grant programs (grant management processes and administration, with clear understanding of the theories, concepts and practices that relate to intergovernmental policies of multi-level grant recipients (i.e., State, county, city, private and non-profit organizations, etc.), reviewing and evaluating the adequacy of grant management policies and procedures, explaining laws, regulations, rules, policies, procedures, and methods governing the administration of Federal grants. Ability in performing grant monitoring and oversight duties. Skills providing technical assistance to grantees; and effectively communicating financial management findings and recommendations for compliance and process refinement.
