This Proposal Opportunity: *ESTIMATED START DATE TO BE DETERMINED* - Palladium is seeking a local Guinean Grants & Subcontracts Manager for a project that will establish and manage a facility. The project financing facility will be responsible for identifying, selecting, and initiating commercial and community-scale pilots and investment projects for positive impact. The overarching goal of the project is to foster economic and social development along the transport corridor between Conakry and Simandou.  The facility will provide funding to investments, projects, or pilots through two windows: Stream 1 – community-based projects with a higher risk profile and smaller capital needs (estimated at $20,000-100,000); Stream2 – commercial acceleration for more commercially mature projects and innovative solutions that address critical value chain gaps downstream for agriculture, infrastructure, utilities, and human capital.

The Grants & Subcontracts Manager will lead all efforts related to collecting and analyzing the data that will ultimately determine the impact of the client’s intervention to facilitate significant and new investment. S/he will be responsible for tracking and aggregating all project data to support the team in evaluating the project’s progress. This person will be a critical leader to establish and foster a results-oriented and data fluent technical team with a learning mindset.

Roles and Responsibilities

      Oversee the administration, compliance, and implementation procedures of subcontracts and grants, and ensure compliance with the client’s contract regulations including procurement regulations.       Design and conduct subcontracts, grants and consulting assignment solicitations and advertisements.      Facilitate and coordinate technical design of innovative grant, partnership and subcontracting approaches to meet the technical strategies of the facility.      Support designing and conducting grants solicitation and advertisements utilizing Palladium’s Pay-for-Results methodologies.      Support the design, planning, outreach, implementation, and maintenance of partnerships for the Facility, including with internal and external partners.       Manage grants commitments, taking into account probability-weighted pipelines and other tools to manage grant agreements against obligated amounts.      Ensure design of grants and partnerships are aligned with the project’s technical strategy and results-based methodology and in compliance with Palladium/the client’s rules and regulations.       Facilitate pre-award risk assessments and due diligence checks.       Support designing, preparing, and negotiating partner strategies with internal staff and potential partners.      Assist in negotiating, in collaboration with Palladium HQ, grant terms and agreements, with potential grantees.        Lead negotiations with contractors and applicants on awards, processes, and execution.

Position Requirements

       Knowledge of donor grants policies, procedures, and reporting requirements        Knowledge of donor subcontracts regulations       Familiarity with managing performance-based or pay-for-results grants/contracts is preferred       Bachelor’s degree in business administration, finance or a related field in international business management, finance, accounting and/or auditing experience.       Experience in managing partnerships, interacting with stakeholders, collaborating on meetings and workshops, and overseeing partnership activities       Experience in designing and managing subcontracts       Experience managing staff       Demonstrated experience coordinating and collaborating with various stakeholders and grant awardees       Advanced knowledge of computers and MS Excel      Local candidates only   Written and oral proficiency in English required. Fluency in vernacular languages such as Sousou, Pular, and/or Mandingue is a plus.
