Summary About the Position: Medical Research Acquisition Activity is the contracting element of Defense Health Agency Research and Development and provides support to the Command headquarters and its worldwide network of laboratories and medical logistics organizations. Responsibilities Interpret and implement regulations, policies, procedures and funding announcements pertaining to the award and administration of Federal assistance agreements (grants and cooperative agreements). Initiate, develop and furnish policies, procedures, and guidance to Grants Officers and Grants Specialists. Initiate, develop, and present briefings, presentations, and training to Senior Leadership, Grants staff, and other DoD/Federal agencies. Conduct internal quality management reviews of Assistance Agreements, analyze data, and prepare and monitor corrective actions. Requirements Conditions of Employment Qualifications Ft. Detrick is located in Frederick, MD, in the heart of Frederick County. It is located approximately an one hour drive from Washington, D.C., and Baltimore, MD, and adjoins Virginia, West Virginia, and Pennsylvania. The DJ-04 payband is equivalent to the GS-13 step 1 to GS-14 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, will not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system. This position requires one year of specialized experience directly related to the occupation equivalent at the DJ-03/GS-12 Federal grade level. Specialized experience is defined as work involving: (1) Participate in the award and administration of Federal assistance agreements (grants and cooperative agreements); (2) Develop policies for Federal assistance agreements (grants and cooperative agreements); (3) Analyze laws, regulations, and/or policies that govern Federal assistance agreements (grants and cooperative agreements). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone - no substitution of education for experience is permitted.
