Grants Management Specialist

Pay rate will depend on area locality rate. We expect to fill two vacancies at this time; however, additional positions may be filled from this announcement if they become available. This position is authorized a 25% relocation/recruitment incentive, if eligible. See additional information section. Responsibilities Provide pre-award and selection financial assistance services using a variety of authorities to ensure the value for the customer and bureau. Provide post-award financial assistance services to include monitoring performance and progress, issuing modifications closeouts. Reviews program plans and evaluation criteria and is responsible for determining which instrument is appropriate for program based on authorizing legislation, principal purpose of the award to be made and substantial involvement, if applicable. Provide support and assistance on management and administrative matters. Serves as a central point of contact on assigned procurements. Prepares letters, memoranda, documents, or reports that support contractual actions or recommendations. Requirements Conditions of Employment Qualifications In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. For the GS-5 level: Have 3 years of general experience, one of which was equivalent to the GS-4 grade level in the Federal Service; -OR- have completed a 4-year course of study leading to a bachelor's degree in any field. For the GS-7 level: Have one year of specialized experience equivalent to the GS-05 level in the Federal Service. Specialized Experience is further defined as participated in reviewing grants and agreements to ensure alignment with statutes, regulations, and agency policies; and/or provided support in the execution, administration, or management of grants or agreements and/or assisted with writing or editing grants, agreements, or other related official documents; -OR- meet the requirements under Superior Academic Achievement (S.A.A.); -OR- have completed a master`s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related to the position; -OR- have an equivalent combination of the type and level of specialized experience and education described above. For the GS-9 level: Have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience is further defined as: Assisting in the preparation of all documentation required for financial assistance awards, participating in the evaluation of grant applications, negotiating some aspects of awards in accordance with applicable regulations; -OR- EDUCATION: Master's or equivalent graduate degree -OR- 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related; -OR- COMBINATION: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Education This position falls under the Administrative and Management Series, 1109 Individual Occupational Requirements (IOR). This position allows for education to be substituted for specialized experience (see qualification section for education requirements). If using education to qualify - You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. If using education to qualify, you must submit copies of all transcripts or a list of college courses that include hours and grades from an accredited U.S. college/university.
