The National Alzheimer’s Coordinating Center (NACC) serves as the data, communication, and collaboration coordinating center for the National Institute on Aging (NIA) Alzheimer’s Disease Research Centers (ADRC) Program. **The department of Epidemiology has an outstanding opportunity for a Grants Manager (Payroll Title: Program Operations Specialist E S 9).** NACC is currently funded by nearly $60M from NIH grants and industry partnerships. NACC's extensive database of rich, longitudinal, standardized clinical and neuropathological data was built in collaboration with more the 35 Alzheimer’s Disease Research Centers (ADRCs) across the US over the past 25 years. NACC facilitates impactful research by serving as the data, communication, and collaboration coordinating center for the ADRC Program. NACC is in the process of driving major innovations that will modernize data collection, integration, storage, and sharing to transform and advance Alzheimer’s Disease and Related Dementia (ADRD) research. This work will open the door to new discoveries in Alzheimer’s, improve our understanding of the disease, and enable the development of earlier disease detection technologies and more impactful therapeutics. NACC is organized into five teams: 1) technology team, 2) project team, 3) research team, 4) grants and finance team and 5) communications team. NACC has been funded by NIA since 1999 and is based at the University of Washington, Department of Epidemiology. The Consortium for Clarity in ADRD Research Through Imaging (CLARiTI), a five-year, human subjects, National Institute on Aging-funded program. This prospective multi-site study is focused on collecting biomarkers of Alzheimer’s Disease and Related Disorders (ADRD) from across the National Insitute of Aging’s Alzheimer’s Disease research centers program. CLARiTI is poised to have a major impact on addressing major challenges in the field including disentangling heterogeneity, validating key biomarkers for early detection, differential diagnosis, and precision medicine, and improving the generalizability of findings to all populations impacted by ADRD. CLARiTI is funded for 5 years at $149M. **DUTIES AND RESPONSIBILITIES** Responsible for the development of all pre- and post- award activities related to the new CLARiTI program grant (valued at $97M). This includes grants and finance administration, management, reporting, creating new systems for managing these activities and ensuring the program requirements are delivered on time. Post-award Grant Administration (60%) + Develop, manage, and execute all financial program requirements for the CLARiTI sponsor awards. This includes the development and management of over 35 individual accounts and approval of annual modifications or extensions for each award/sub-award. This work requires independent decision making and regular communication with appropriate internal and external administrative offices. + Administer the CLARiTI Program grant activities and serve as the NACC expert on all financial aspects of the program, providing financial direction and guidance to faculty, staff, fellows, and students regarding university award procedures and funding agency guidelines. + Generate and prepare financial summaries, projections, carryovers, and RPPRs in collaboration with external stakeholders to submit to NIA to secure funds for each year of the grant. + Develop a process for managing program expenditures from inception to close out, providing annual estimates and forecasts to program leadership to direct budget planning and management of program awards. + Advise site PIs on program deadlines and requirements for renewal. Partner with OSP, and GCA to prepare and submit the necessary documentation for supplements and/or extensions. + Authorize all non-personnel study-related expenses for compliance with UW, sponsor, and accounting regulations, while managing and developing the process to ensure compliance with all grant-related costs. + Direct and oversee the creation of a payment tracking system to manage the execution and status of all sub-awards. Partner with the data management team to create system requirements, ensuring alignment with program budget and payment terms. + Develop and maintain a dashboard of financial summaries and other complex reports related to the CLARiTI program. This will involve complex analysis of grant and financial data, projections and analysis across multiple accounts. + Create and maintain budgets, ensuring compliance with UW, state, and sponsor regulations, and regularly report project financial status to the Principal Investigator (PI) and leadership. + Provide expert financial guidance to the CLARiTI Program Data Manager, Principal Investigators (PIs) and NACC staff regarding management of payroll, compliance, and award management, ensuring adherence to UW and sponsor regulations. + Manage salary allocations and expense transfers, creating new systems and processes that ensure accuracy and compliance. + Create and manage a reconciliation process for the CLARiTI program by running complex financial reports in Workday each pay period and ensuring that all staff responsible for Workday business processes maintain accurate and complete appointment and budget information. + Monitor compliance with funding agency regulations through regular review of award budgets as part of the reconciliation process, in addition to ensuring that monthly budget reconciliation processes are completed using UW systems such as MyFinancialDesktop. Assist PIs, Executive Director, and CLARiTI Program Manager with researching costs and obtaining required documentation as needed. + Manage program grant and financial deadlines and inform CLARiTI Data Program Manager, PIs and Executive Director with deliverables for awards such as progress and financial reports; develop monthly budgets for NIA funded awards and program documents as required by the sponsor. + Direct the award close-out process by creating financial and other process documents, track programmatic deliverables by Principal Investigator, and manage communicate with relevant UW and sponsor resources to ensure timely close-out.Pre-Award Grant Administration (20%) + Manage all CLARiTI pre-award activities which include proposal preparation and submission through UW and sponsor systems and completion of Just in Time (JIT) requests. + Determine viability of proposed research – address resource allocation requirements needed to ensure successful completion of aims track effort and resource commitments on the part of investigators and staff. + Interpret, integrate and implement processes to address complex institutional, state, federal, University and sponsor guidelines, policies, and regulations into NACC grant and contract proposals to ensure compliance and apply to research administration operations. Provide counsel and mentoring to researchers and staff pertaining to these issues. + Provide financial direction in the areas of human subjects study data and maintain records of all interactions with the UW Human Subjects Division/Institutional Review Board in that regard; manage licensing and copyrights, and records retention and interactions with UW offices such as Co-Motion and AG as part of the CLARiTI program requirements. + Develop complex budgets with Investigators and collaborators to prepare administrative sections of the grant and contract proposals. Act as liaison with collaborating researcher's division, department and school administrators on submissions. + Critically assess budget proposals for accuracy and compliance with guidelines. + Provide strategic, intellectual and technical assistance to faculty and staff on research revenue cycle policies, compliance and regulatory matters related to the CLARiTI program. + Provide systematic guidance and support to new research program initiatives.Compliance and Risk Management (15%) + Serve as the CLARiTI financial compliance officer promoting compliance and risk management in accordance with policies of the UW and sponsoring entities, most notably, the NIH. + Interpret, analyze, and implement federal, state, institutional, and industry laws and policies as they apply to CLARiTI administrative and research operations. + Integrate knowledge of compliance policies into division operations under the direction of the Division Administrator. Guide implementation of applicable policies for the CLARiTI program. + In partnership with the other Grants and Contracts Manager, continually monitor and assess the Center’s compliance around research and fiscal processes, troubleshooting, eliminating weakness areas, and improving systems to strengthen the stability of the CLARiTI program. + Proactively recommend process improvements regarding departmental sponsored program processes, quality control, and grants management in general.Staff Supervision (5%) + Supervise a 1.0 Grants & Contracts Specialist. + Lead CLARiTI program finance team activities in collaboration with NACC executive leadership and 4 program managers assigned to the CLARiTI project. + Direct the work of other team members who are involved in the CLARiTI program management to ensure program requirements stay on track and goals are met. **MINIMUM REQUIREMENTS** + Bachelor’s degree in Business, Finance, Research Administration, or related field and 4-5 years of experience in research administration, including pre-award proposal submission, and post-award administration of federal grants. **Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.** **ADDITIONAL REQUIREMENTS** + Prior experience should include completing grant applications, developing and administering complex budgets, sub-awards, negotiating effectively with sponsors, and managing full cycle research awards of similar size. + Prior experience overseeing clinical research, translational, and/or basic science research programs. + Demonstrated ability to organize complex tasks and direct the work of others with diplomacy and interpersonal effectiveness. + Proven leadership and communication skills; proactive in problem-solving and system improvement. + Exceptional interpersonal and customer service skills; ability to work courteously and effectively with faculty, staff, and individuals from diverse backgrounds. + Ability to synthesize and communicate budget and policy information to scientists. + Demonstrated attention to detail and ability to manage multiple projects in an organized, thorough, and timely manner against pre-determined goals and deadlines. + Demonstrated ability to develop complex financial spreadsheets. + Familiarity with sponsor proposal/management systems (e.g., Proposal Central, eRA Commons). + High proficiency in MS Office Suite (Word, Excel, Outlook) and ability to quickly learn and apply new technologies. + Self-motivated, able to work independently and collaboratively. + Capability to work in a fast-paced, high-volume environment. + Prior experience supervising research staff. **DESIRED QUALIFICATIONS** + Master’s degree in business, Finance, Research Administration, or related field. + Experience in basic science and/or clinical research program in a large academic institution. + Working knowledge of UW policies and procedures, particularly related to grant processing, and experience working with staff from UW operational offices (e.g., OSP, GCA, ISC, etc.). + Prior experience with UW systems and databases, specifically SAGE, Workday, UW Profiles, and Enterprise Data Warehouse. + Experience working in a large multi-faceted academic department. **Application Process:** The application process may include completion of a variety of online assessments to obtain additional information that will be used in the evaluation process.
