ALL ADEM staff, regardless of position title, serve a role in the State Emergency Operations Center (SEOC) to aide in response efforts. Roles and Responsibilities: The working title of this position is Mitigation Branch Manager/State Hazard Mitigation Officer within the Recovery and Mitigation section. This position will provide program recommendations and advise the Deputy Director and State Coordinating Officer on all Mitigation matters. The Mitigation Branch Manager/State Hazard Mitigation Officer is responsible for the supervision of branch staff, the completion of annual evaluations, and for managing the multi-million dollar State and Federal grant programs. Additional responsibilities of the position include: Preparing and managing program budgets and insuring funding availability, preparing proclamations and executive orders and monitoring funds associated with the Governor’s Hazard Mitigation Fund, coordinating and communicating with disaster applicants and partners on mitigation-related needs, coordinating the on-going progress of mitigation and resilience planning, conducting applicant briefings and site visits, and other duties as assigned. In state and out of state travel for trainings, conferences, and disaster related duties is associated with this position. Activation as a member of the Arkansas Emergency Operations Center may be necessary in the event of a major emergency. This may alter or totally change previously established duties and work schedules until the emergency is over. Preferred Qualifications: Experience in preparing and interpreting financial reports and budgets. Experience working with local, State and Federal partners. Familiarity with the disaster process as well as state and federal grant compliance, laws, regulations and policies. Team building experience. Mandatory Qualifications: 1 year supervisory experience Position Information Class Code: G109C Grade: GS09 FLSA Status: EXEMPT Salary Range: $50,222.00 - $80,105.00 Summary The Grants Manager is responsible for managing the administration of designated grant, contract, and/or special programs. This position is governed by state and federal laws and agency/institution policy. Functions Directs the activities of a small to medium-sized professional and administrative support staff through lower-level supervisors, including hiring, training, evaluating job performance of subordinates, and coordinating work assignments. Coordinates and monitors the implementation of grants, contracts, and/or loan programs by overseeing funding procedures, developing goals and objectives, and monitoring implementation to ensure compliance with institution policies, laws, and regulations. Prepares financial reports, negotiates funding sources, monitors disbursements and invoices involving granting and contracting agencies, and allocates resources for programs. Prepares statistical reports by analyzing grant information, develops record keeping procedures, and disseminates information to program participants and funding sources concerning new programs or changes. Reviews grants for compliance, recommends reallocation of funds, and researches and recommends sources for new funding. Performs other duties as assigned. Knowledge of state budgetary and accounting practices and procedures. Ability to plan, organize, and direct the work of others. Ability to develop, monitor, and evaluate grant program compliance. Ability to prepare, present, and review oral and written technical information and reports. Ability to communicate effectively orally and in writing. Minimum Qualifications The formal education equivalent of bachelor's degree in business administration, accounting, or a related field; plus four years of experience in the administration of grants, contracts or related area, including one year of supervisory or leadership experience. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
