The Office of Cannabis Management is currently seeking a Grants Manager to lead a team of staff administering Office of Cannabis Management grant programs CanGrow and CanRenew. This position develops and implements strategies to ensure the timely and efficient distribution of state grant funds in accordance with state laws and regulations, and grants management policies as outlined in Minnesota Statute 16B.97 subd. 4 (a)(1). This position is located in St. Paul and may telework from home two days per week and is expected to be in the office three days per week. A successful incumbent in this position will be able to: + Supervise and manage a team of grants staff + Design and direct comprehensive program administration for state funds for statewide grants + Serve as subject matter expert and program administrator for state grant programs + Provide leadership for the fiscal aspects of grant program administration, including risk management and collaborating with financial staff + Direct, develop, and implement policies and procedures related to grants administration; communicate grants information to a variety of audiences + In collaboration with the Social Equity Director and Outreach Director, direct community engagement and provide technical assistance for grant applicants, grantees, community groups, and other stakeholders **Minimum Qualifications** _To facilitate proper years of service crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held._ + Four (4) years of experience performing grants and/or financial contract administration. A bachelor’s degree in public policy, business administration, public administration, or a related field may substitute for one (1) year of experience + Supervisory or lead worker experience **OR** completion of the State’s Emerging Leaders Institute (ELI), Senior Leadership Institute (SLI), or Strategic Effectiveness for Aspiring Leaders (SEAL) **OR** a paid or unpaid position leading a program or chairing a committee (leading a program or chairing a committee must include 1+ years of identifying issues, goals, and strategic action plans and 100+ hours per year time commitment) + Experience writing grant applications, administering grants, and managing budgets + Excellent communication skills sufficient to effectively deliver complex information to a variety of audiences + The ability to celebrate diversity and a strong commitment to a respectful and inclusive work environment **Preferred Qualifications** + Demonstrated knowledge of MN Office of Grants Management policies and procedures + Knowledge and application of social equity; diversity, equity, and inclusion; and affirmative action concepts + Experience conducting outreach and engagement with community groups **Additional Requirements** A job offer will be contingent upon successfully passing a background check.
