Description
The Grants Program Manager will play a pivotal role in overseeing and managing the daily operations of federal grants and specialized funding initiatives. This position requires exceptional organizational skills, a thorough understanding of grant management, and the ability to lead a team effectively. The ideal candidate will work independently, while reporting regularly to the Director and Senior Leadership to provide updates on key activities and progress. This role offers the opportunity to make a significant impact in managing grant programs, ensuring compliance, and supporting the organization's strategic goals.
Duties and Responsibilities
+ Lead, manage, and oversee the day-to-day operations of CDBG-DR (Community Development Block Grant - Disaster Recovery) or other specialized grant programs.
+ Develop and implement programs within organizational policies and report major activities to executive level administrators through conferences and reports.
+ Develop and direct the implementation of goals, objectives, and priorities to ensure efficiency and effectiveness of grant program management.
+ Plan, direct, and evaluate all CDBG-DR or specialized grant related processes and procedures.
+ Review and monitor federal, state, and local regulations impacting CDBG-DR or specialized grant programs.
+ Supervise, plan, assign, and review work of staff engaged in CDBG-DR or specialized grants management activities. This may include contracted or supplemental staff provided through outside agencies.
+ Provide technical assistance and direction to County departments for CDBG-DR or specialized grant application procedures, post-award approvals, compliance, and management.
+ Prepare, review, and submit grant billing/requests for reimbursement to granting agencies. Review cost benefit and data analysis prior to grant submittal; give recommendations on funding sources and provide grants reporting and budgeting management.
+ Manage grant related audits and oversee internal compliance reviews in conjunction with County staff.
+ Manage grant management software to include access, updates, and compliance with federal and state requirements.
+ Create and maintain business relationships with external grant donors to include federal, state, and local government agencies and private foundations.
+ Act as a liaison to federal and state granting offices on behalf of the County.
Education, Experience, Licensing
+ A bachelor’s degree in public administration, urban development, business, or a closely related field. Equivalent work experience may be considered.
+ A minimum of three years of relevant experience in grant management, with at least one year in a supervisory capacity. Experience should include working with local governments, non-profits, or social service agencies.
+ Strong understanding of disaster recovery principles, including housing, infrastructure, and economic development strategies.
+ Proven expertise in managing federally funded grant programs, particularly CDBG-DR, including grant application review, compliance management, financial oversight, and reporting.
+ Exceptional communication and interpersonal skills, with the ability to engage and collaborate with diverse stakeholders.
+ Strong analytical and problem-solving skills, with a demonstrated ability to navigate complex regulatory environments and deliver effective solutions.
+ Valid driver’s license with an acceptable driving record.
Preferred Experience
+ Extensive experience in grant application review, contract management, financial oversight, project monitoring, compliance management, and community engagement.
+ Proven ability to deliver technical assistance and training to diverse teams and departments.
Supplemental Information
This is a full-time position with competitive compensation and benefits. The successful candidate will work collaboratively across departments, ensuring the efficient and compliant use of federal and state funds to support disaster recovery and community development initiatives.
