Background
The five-year USAID Regional Trade and Investment
Activity (RTIA) will focus on increasing regional integration and trade and
investment, with a focus on clean energy investments. It will build on USAID’s
Regional Trade Facilitation and Border Management (RTFBM) activity to address
key constraints to trade, and on USAID’s INVEST activity in El Salvador, which
engaged the private sector to increase investment in highly developmental
sectors.
The Activity is expected to work primarily in Guatemala, El Salvador, and Honduras with possible support to other countries in Central America and Mexico. The project may also include support to non-presence countries such as Belize, Costa Rica, and Panama when interventions address regional constraints, advance regional policies, or those countries request support aligned to the project’s regional strategic investment objectives.
Primary Duties
The Grants and Subcontracts Officer will support project technical and
administrative managers to maintain efficient and compliant grants and
subcontracts processes at stages, including but not limited to inputs to market
analysis, administration of selection processes, and other activities prior,
during, and after award. This may include review of proposals/applications, budget
analysis and discussion, negotiation, due diligence, and various support tasks
to oversee implementation, reporting, and close-out. The Grants and
Subcontracts Officer may also support the design and delivery of training and
other capacity strengthening support to grantees under the contract. S/he will
report to the Grants & Subcontracts Manager

Responsibilities
Support the Contracts and Grants Manager in the review of deliverables and reports required from Grantees and Contractors.
Process requests and carry out administrative tasks required for grants and contracts activities.
Conduct field visits to partner offices and collect information and documents when necessary.
Ensure compliance with USAID rules and regulations and Palladium specific policies for any actions under the Activity Fund.
Keep the Activity portfolio tracking tool regularly updated.
Comply with the Grants Activity Fund manual.
Provide support to grantees when needed.
Use and maintain up-to-date Palladium's web-based award management system.
Support project-level budget planning
Position Requirements
Knowledge of donor grants policies, procedures, and reporting requirementsKnowledge of donor subcontracts regulations
Bachelor’s degree in business administration, finance or a related field in international business management, finance, accounting and/or auditing experience
Demonstrated experience coordinating and collaborating with diverse stakeholders and grant awardees
Written and verbal proficiency in Spanish required
Preferred qualifications
Familiarity with donor funded project management and compliance environments
Knowledge of USAID policies, procedures, and reporting requirements
