This job title has an assigned pay grade of AS-620. This vacancy will be filled by new hire or by promotion of a current permanent status classified employee. Gay HR Specialist Division of Administration/Office of Human Resources email: erica.gay@la.gov Minimum Qualifications MINIMUM QUALIFICATIONS: Seven years of experience in health care reporting or analytics, benefits administration, claims administration, financial or operational auditing, policy planning or development, management analysis, or contracts; OR Six years of full-time work experience in any field plus four years of experience in health care reporting or analytics, benefits administration, claims administration, financial or operational auditing, policy planning or development, management analysis, or contracts; OR A bachelor's degree plus four years of experience in health care reporting or analytics, benefits administration, claims administration, financial or operational auditing, policy planning or development, management analysis, or contracts; OR An advanced degree plus three years of experience in health care reporting or analytics, benefits administration, claims administration, financial or operational auditing, policy planning or development, management analysis, or contracts. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Concepts Function of Work: To manage activities within the Group Benefits health and life insurance programs. Level of Work: Manager. Supervision Received: General from a Group Benefits Director or other higher level official. Supervision Exercised: Direct over Group Benefits Supervisors and/or support staff. Job Distinctions: Differs from Group Benefits Supervisor and Group Benefits Assistant Manager by the presence of management responsibilities over Group Benefits health and life insurance programs. Examples of Work Serves as an assistant administrator of the division, assisting in the formulation of rules, regulations, and policies and procedures. Develops and reviews policies and procedures pertaining to interpretation and implementation of the Group Benefits Plan. Manages the implementation of a competitive marketing plan to compete with HMO's and private industry in the health insurance market. Plans, supervises, and assists with new enrollments, presentations throughout the state, statewide special assignments, and daily functions of the office. Represents the agency in a variety of meetings and conferences, such as public hearings, civil and criminal hearings, and legislative committee meetings. Evaluates production, workflow, and claims inventory to develop more efficient techniques and procedures relative to both manual and automated processing and to ensure that claims are processed within time limitations provided by law. Manages monthly auditing functions of Flexible Spending Accounts to ensure compliance with Internal Revenue Service regulations.
