Role description:

Arcadis is searching for an Environmental Health & Safety Officer (CMEHSO) with 10 or more years’ experience, to join our Water Division as part of our construction management team on our NYCDEP construction projects in the NYC boroughs. 

The primary focus of the CMEHSO will be observing the Construction Contractors’ performance as it relates to the requirements in the Construction Contractors’ EHS program, compliance with contract EHS requirements, and compliance with the approved site-specific EHASP and job hazard analyses ("JHAs").   

Role accountabilities:

Monitor the Contractor’s field activities to verify the work is being performed in compliance with approved safety plans, client policies and industry best practices. Ensure the CM staff has the appropriate EHS-related training to meet contract requirements and implement the client’s EHS Management System. Review EHS related submittals by the Contractors, including, but not limited to, EHASPs, JHAs, monthly reports, asbestos/lead/mercury/PCB management and sampling plans, waste management plans, hazardous waste contingency plans, erosion and sediment control plans, and stormwater pollution prevent plans to ensure comprehensive oversight of all site activities. Direct the Contractors to prepare JHAs following the client’s JHA EHS Standard. Ensure that Contractor’s Lock-Out/Tag-Out and Confined space Entry policies and procedures are in place. Facilitate weekly EHS meetings with the Contractors’ EHS representative ("EHSR"), and other project management personnel as appropriate, to ascertain and discuss upcoming construction activity and EHS-related activities for the site to monitor that the contractor is adequately identifying and addressing the EHS risks and hazards of the work. Draft and submit CM EHSO daily reports of the Contractors’ Work areas and document non-compliance with the Contractors’ EHASPs and JHAs. Track, monitor and report the Contractor’s non-compliance with EHASP(s) and JHA(s). Track, monitor and report all site EHSRs’ performance including, but not limited to: reviewing the EHSR’s daily reports and whether EHS issues are being adequately addressed. Prepare monthly trending analysis of the Contractor’s performance to proactively address non-conformances. Prepare Contractors’ and EHS staff evaluations, conduct evaluation review meetings, and ensure evaluations are conducted semi-annually. Review Contractors’ incident reports for adequacy, participate in meetings related to construction related incidents, and ensure all necessary Contractors’ corrective actions are implemented. Provide investigation and root cause analysis to the client for all observations, hazard identifications, near misses, and incidents. Prepare or obtain accident and incident reports for submission to client. Oversee emergency response planning and drills for the site in coordination with the client’s Operating Bureaus. Submit EHS monthly status reports and metrics. Review and manage all EHS Annual Reports (e.g., EPCRA, Hazardous Waste, Confined Space). Prepare and participate in BEDC EHS MS Audits and OEHS EHS Assessments.  Conduct EHS "OSHA 1910" inspections throughout the Project in accordance with client’s Project delivery system, identify any OSHA 1910 non-compliance findings and observations, facilitate, and manage the corrective actions. 

Key Attributes:

Prior experience as a CMEHSO for NYCDEP BEDC Projects.  Demonstrated commitment to providing a safe and healthful workplace.  Strong communication skills, both written and oral.  Proficiency with MS Project and the MS Office Suite (particularly Word, Excel, and PowerPoint).   

Qualifications & Experience:

Minimum Required Qualifications

H.S Diploma with at least 10 years H&S experience on heavy civil projects. Excellent communication skills, both verbal and written. OSHA 30-hour Training  OSHA 40- hour HAZWOPER Training RCRA Training OSHA Confined Space Awareness Training Course 

Preferred Qualifications

10 years’ of Heavy Civil Construction H&S experience. Bachelors in Health & Safety or closely related field. Continue your career journey as an Arcadian.

Actual salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location.
