Duties Description The Halal & Kosher Food Registration Program Manager at the New York State Department of Agriculture and Markets (AGM) is responsible for managing the statewide halal and kosher food registration programs and applicable registration and enforcement laws. The Program Manager will plan and administer these programs to ensure that the Department receives registrations from all food establishments that are required to register and are operating in compliance with all elements of the applicable laws and regulations. The Program Manager also represents the Department as a liaison to industry and community participants and maintains close working relationships with officials from other State and local governments. The Program Manager will also respond to industry inquiries on issues of enforcement, procedures, or interpretation of agency policies and procedures.The Halal & Kosher Food Registration Program Manager is a full-time position working 37.5 hours per week, Monday-Friday, with the opportunity for a part-time telecommuting schedule. It is located at the Department of Agriculture and Markets’ headquarters conveniently located near the Albany International Airport at 10B Airline Drive, Albany, NY 12235. This is a management/confidential (MC) position that offers a competitive salary range of $65,164 - $80,860 per year.Travel Requirements:This position may require some travel. Appointees must either possess at the time of appointment and continuously thereafter a valid driver’s license to operate a motor vehicle in New York State and have access to a motor vehicle when necessary or otherwise demonstrate their capacity to meet the regular transportation requirements in carrying out their field work responsibilities.

Embrace the chance to join our team, and you’ll not only reap a fulfilling career but also sow the seeds for a healthier, stronger New York.To learn more about our agency and our mission, please visit our website: New York State Department of Agriculture and Markets.Minimum Qualifications:The ideal candidate for the Halal & Kosher Food Registration Program Manager position will have a bachelor’s degree and two years of experience reading, understanding, and implementing laws, regulations policies, and procedures, as well as recommending improvements to program administration to enhance its impact and effectiveness.Substitutions: four years of specialized experience or an associate degree and two years of specialized experience may substitute for a bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.Preferred Qualifications: The ability to communicate effectively with a variety of constituents from the public and various ethnic and religious communities that have an interest in halal or kosher food availability. This may include public speaking at widely attended events to describe the Department’s operation of the program and increase awareness among the related communities. While not required, a general understanding of halal and/or kosher food practices is beneficial.Appointment Process: The Halal & Kosher Food Registration Program Manager is an Exempt Class position within the NYS Civil Service Merit System. Section 41(1) of the Civil Service Law provides that the Exempt Class shall include "all other offices or positions for which the Civil Service Commission has determined it is not practicable to fill by competitive or non-competitive examination." These positions are not tenure-bearing.Approval for appointment to this position will go through the Budget Director Approval (BDA) process, including a fingerprint background check.
