Overview ***This position is physically located in the Marshall Islands in support of LOGCAP*** Under the direction of the Port Captain, the Harbor Master supervises all other controllers or dispatchers, stands watches and monitors movements of all vessels entering or exiting Kwajalein Harbor; monitors various radio frequencies and phones, ensures published watercraft schedules are executed on time, announces all harbor vessel movements, ensures all vessels are fully manned prior to departure, familiar with all emergency response procedures, and maintains daily watch logbook. #LI-TM1 Responsibilities This position description is subject to change at any time as needed to meet the requirements of the program or company. Ensures the daily logbook is properly maintained (e.g., records movements of all vessels in and out of the harbor, times of departures, requests for emergency assistance, and other pertinent information) and required reports are submitted in a timely manner; Prepares the daily vessel schedule form the weekly watercraft schedule and any short notice Special Transportation Requests (From 1051’s) with coordinated crew assignments to ensure that vessels are properly manned for the next day’s operation. The Daily schedule will be completed by 1200 the day before the schedule date; Is familiar with the contents of this manual and with PWS Items 7.C.3 and 7.D.1requirements; Familiar with the location of all emergency procedures, processes and contact numbers, including duties and responsibilities whenever the Emergency Operations Center (EOC) is activated (SPI 911 refers); Announces, monitors and controls (or orchestrates) all movements of USAKA vessels in the harbor. Monitors the operability of all installed communications and other installed equipment. Reports any inoperable equipment to the appropriate repair department; Ensures any routine, scheduled vessel departure that fails to get underway within ten minutes, reasons are documented and a monthly report submitted to the Marines Services Manager; Communicates with inbound and outbound authorized visiting vessels to Kwajalein Harbor; Coordinates all vessel-to-shore and vice versa communications; Immediately reports any unusual or suspicious watercraft movements to the local law enforcement contractor (LEC). Cooperates with the LEC on harbor security issues; Coordinates any emergency communications between visiting or assigned vessels and shore-based fire, police and medical services; At the first available opportunity, reports any emergency situation or incident to the Port Captain, Marine Services Manager, Port Engineer, or Port Agent; Monitor recreational float plans after normal working hours; Maintain vigilant watches on all required communications circuits; Performs other duties as assigned. Qualifications Education/Certifications: One-year related experience may be substituted for one year of education if the degree is required. High school diploma or equivalent. Preferred Certifications: Possesses an U.S. Coast Guard license >25Tons or Merchant Marine Document. Experience: 5 Years’ experience in Harbor Control 5 Years’ experience with ship to shore radios or equivalent Knowledge of U.S. military radio telephone procedures; Knowledge of all emergency response procedures; Experience in VHF or wireless radio communication procedures; Skills: Knowledge of Safety Data Sheets (SDS) and storage requirements to meet compatibility of products based on hazard class is required. Strong interpersonal skills are required. Ability to exercise discretion and good judgement is required. Attention to detail with a high degree of accuracy is required. Advance ability to communicate in English, both verbally and in written form is required. High-level organizational and planning skills, so that workflow is managed and accurate is required. Working Conditions: Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit. Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, wet, tropical environment with average temperatures 130 degrees in the summer months). Includes some industrial production environment conditions as well. Physical Requirements: Medium work. Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents. Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
