Ecolab’s Government Relations (GR) is responsible for defining, leading and furthering Ecolab’s legislative agenda and public policy initiatives through education and appropriate influencing of elected, appointed, career government officials. GR operates in transparent and collaborative ways that rank the company’s priorities and drive toward consistent policy positions globally. To achieve these overarching goals GR seeks to:
Shape government policy and regulation by anticipating risks and opportunitiesAct proactively to advocate before law and policymakers.Identify important allies and critics and develop effective outreach approaches to work with allStrategically deploy and manage budget resources.This newly created position reports to the Executive Vice President, Global Government Relations with a dotted reporting line to the Country Leader for KSA and will focus on priority public policy issues and developing opportunities in KSA). The incumbent is responsible for leading and promoting the company’s business interest with a priority focus on water policy in an effort to make the world cleaner, safter and healthier. This position works closely with KSA business to define key priorities that will be the focus of government advocacy. The leader will develop GR engagement strategies working closely with the sustainability, communication, and regulatory teams to deliver value by driving for supportive government policies. Other key business interest is in healthcare and hygiene. An in-depth knowledge of KSA region institutions, legislative process with a special focus on environmentally focused institutions and stakeholders. Provide thorough policy and legislative analyses as well as develop and implement advocacy and lobby strategies.
Primary Duties & Accountabilities:
Experience in developing strategies to advance public policy through advocacy with associations, NGOs and other key stakeholders. Building coalitions to advance policy objectives that are aligned with the water recycle and reuse. Building coalitions that incentivize water reuse that promotes water efficiency throughout all sectors in KSA. Position Ecolab as a thought leader for the countries in the region as it takes a series of actions to encourage the reuse of treated wastewater, including legislation on minimum requirements for water reuse.Climate & Energy: As KSA grapples with water scarcity issues as it works to diversify and modernize its economies the opportunity is to ensure Ecolab is a partner with key stakeholders driving these initiatives.Corporate Strategy:
Works closely with GR leadership and the company’s senior leaders to identify top policy priorities and determine strategic objectives in the KSA in relation to developing legislation and regulations to ensure they support, and advance Company growth coupled with the government’s growth objectives, to include impacts on customer retention, environmental compliance, and business development activities.Designs and executes legislative and regulatory strategies and tactics at the country level.Develops a robust understanding of Ecolab’s businesses, products and business strategies that can be applied to GR strategy that advances the businesses’ license to operate.Ensures coordination across corporate, business units, and regulatory to develop proactive legislative and policy positions.Provides proactive, effective communications and recommendations to Ecolab business leaders regarding public policy developments and potential implications that may affect the company.External Affairs
Cultivates and maintains relationships with key government stakeholders, represents and protects the company’s business interests; and ensures they understand and are apprised of the company’s position on key issues impacting the company.Leads identification, collection, interpretation and analyses of proposed legislative actions, determines the potential impact on the company and develops appropriate position recommendations to leadership. Proactively monitors legislative and regulatory activities, promotes company positions, and prepares memoranda and briefing materials (white papers; presentations; and talking points).Proactively identifies and communicates with external parties to build coalitions and develop grassroots plans for outreach externally and internally, including drafting messaging, monitoring results and modifying plans as needed.Coordinates activities to ensure that issues are communicated quickly and accurately to appropriate internal personnel, external lobbyists/legislators/interested parties.Identifies and engages with key state trade associations, third-party contract lobbyists (where needed) to drive policy objectives relevant to Ecolab business interests.Provide support managing Government Relations budget that potentially includes retaining local lobbyists for project specific work and/or joining local business or trade associations.Required Qualifications:
8+ years of experience in the KSA government relations and regulatory environment for an innovative company, with specific knowledge of and experience in developing Legislative and Administrative processes.this position requires fluent English and Arabic.
