Head of Tax Information Reporting Advisory
The Tax Sr. Group Manager manages multiple teams through other managers. In-depth understanding of how own sub-function contributes to achieving the objectives of the function. A good understanding of the industry, direct competitors' products and services, is also necessary in order to contribute to the commercial objectives of the business. Requires thorough understanding of strategic direction of the function within the relevant part of the business, combined with a solid conceptual/practical grounding in both the function and/or area of expertise and related subject areas. Excellent communication skills required in order to negotiate internally, often at a senior level. Some external communication/negotiation may be necessary. Responsible for executing functional strategy in area managed. Determines approach to implementing functional strategy. Accountable for end results, budgeting, planning, policy formulation and contribution to future strategy of the area(s). Impact reflects size of team managed, strategic influence on the business and interaction with other functions or businesses. Full management responsibility for multiple teams, including management of people, budget and planning, to include duties such as performance evaluation, compensation, hiring, disciplinary actions and terminations and budget approval. May be doing involved or responsible for diverse (cross-discipline) activities. Typically, a direct report to a C16 role and function as an intergral member of the functional leadership team within a country/site location, job family, or line of business. **Responsibilities:** + Responsible for the overall management of the tax liabilities, of Citi, both directly and in connection with transactions with clients, including the related compliance, financial reporting, planning and controversy processes. + Contributes to the planning, accounting, filing and the reporting of tax liability of the company. + Assists in determining and compiling information required to satisfy income tax filing and related requirements at all levels of jurisdiction. + May participate in managing payments to tax authorities in compliance with specific tax regulations. + Creates and implements financial initiatives and manages the work of the department ensuring appropriate staffing and organizational structures are in place for their area. + Partners with the revenue areas to improve efficiency, effectiveness, productivity and / or control. + Part of the management team for product or business area. In smaller locations or organizations, the most senior executive covering the function. + Manages and directs individuals within the Infrastructure area, through designated direct reports. + Perform other duties and functions as assigned + Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards. **Qualifications:** + 15+ years of experience **Education:** + Bachelors degree, potentially Masters degree and managerial experience As a Director – Tax Senior Group Manager on Citi’s Tax Information Reporting (TIR) Advisory team, you will be responsible for reviewing, analyzing, and interpreting IRS, Treasury, and Local Tax Authorities regulations. You will also monitor new products for potential implications to the firm, conduct research, and respond to inquiries from various business lines and provide guidance and governance on matters related the Foreign Account Tax Compliance Act (FATCA), Common Reporting Standard (CRS), Crypto Assert Reporting Framework (CARF), Qualified Intermediary (QI), and general U.S. tax information reporting and withholding. The TIR Advisory Team within the Citi’s Corporate Tax organization supports the advisory and tax technical guidance in partnership with multiple segments such as Compliance, Operations, Technology, Risk, Audit, and key business stakeholders at all levels of management. This role reports into the Head of Business Tax Advisory & Controls. **Responsibilities:** + Review, analyze and interpret new IRS information reporting and withholding tax guidance (e.g., laws, rules, & regulations), as well as new FATCA and CRS guidance, and partner with designated lines of business to determine the impact of such guidance on their products and procedures. + Produce guidance memorandums to clarify tax treatment for certain products, activities, & transactions. + Meet with business and operations areas on a regular basis to ensure a continued understanding of the Tax Information Reporting & Withholding requirements. + Provide governance for the global QI periodic review certification across all of Citi’s QIs and Qualified Derivative Dealers (QDD) and the annual FATCA Compliance review. + Research and respond to internal day-to-day questions from lines of businesses (e.g., questions regarding tax documentation, client types, payment source and character, requirements related to complex transactions and structures, etc.) + Review and comment on language contained in new product approval documents to ensure requirements are accurate. + Provide guidance to the lines of business on year-end tax reporting with respect to FATCA, CRS, Qualified Intermediary, Forms 1099, 1098, 1042-S filings. + Maintain and update the firmwide FATCA Responsible Officer Certification Compliance Policy, the TIR Advisory Manager Control Assessments, and quarterly risk reporting obligations. + Manage engagements with third party service providers (e.g., Big Four consultants) that support TIR Advisory + Attend and participate in industry working groups, conferences, and committees. + Prepare and present trainings. **Qualifications:** + At least 7-10 years of relevant information reporting and withholding tax advisory experience. + Demonstrate an extensive tax technical knowledge specifically, Ch. 3, Ch. 4, Ch. 61, 871(m), 302(b), 305(c), 1446(a) & (f) and corresponding regulations, as well as a specialized understanding of the front to back processes for withholding, remittance, and reporting. + Self-motivated, highly adaptive, detail oriented, and demonstrated ability to work in a dynamic, fast-paced environment while still maintaining diligence and accuracy. + Strong presentation skills with the ability to articulate complex problems and solutions through concise and clear messaging with people at all levels of the organization. + Ability to quickly grasp and explain complex business transactions/products. + Ability to summarize complex regulations into terms easily understood by non-tax professionals. + Ability to build positive relationships with the lines of business and tax operations teams. + Ability to work independently and oversee multiple deliverables. + Drives culture of innovation, diversity, and proactiveness **Education:** + Bachelor's/University degree, Master’s or JD degree preferred. ------------------------------------------------------ **Job Family Group:** Finance ------------------------------------------------------ **Job Family:** Tax ------------------------------------------------------ **Time Type:** Full time ------------------------------------------------------ **Primary Location:** Long Island City New York United States ------------------------------------------------------ **Primary Location Full Time Salary Range:** $170,000.00 - $300,000.00 In addition to salary, Citi’s offerings may also include, for eligible employees, discretionary and formulaic incentive and retention awards.
