ICF seeks a Health Specialist to work as a liaison between the Regional and Central Office of Head Start (OHS) and the National Center on Health and Wellness, as well as other agencies relevant to the work of the Regional Office.
The Health Specialist will serve as a resource to other Training and Technical Assistance (TTA) Specialists on comprehensive health services, including mental health and environmental health and safety, in accordance with the requirements of the Head Start Program Performance Standards across the birth to five spectrums.
This position is home-based in one of the Region II states (New York, New Jersey, Puerto Rico, US Virgin Islands) travel will be required to fulfill the requirements of the position in any of the regional states, Washington DC and other locations as required.
Key Responsibilities :
The Health Specialist shall provide the following in-person or virtually as determined by the regional office. Serve as a liaison between the OHS, the National Center responsible for health and wellness, and other relevant agencies. Provide subject matter expertise, strategies, and resources to Regional Office and TTA staff on comprehensive health services, such as mental health and environmental health and safety, as well as strategies for engaging staff and families around issues on health. Serve as a member of a national peer group of Health Specialists from each of the twelve regions. Develop and implement strategies for connecting with grantee health managers and/or coordinators in the Region. Aggregate, analyze, and disseminate regional and grantee health data from existing government systems to identify emerging trends impacting Head Start grantees. Develop and provide presentations and training on topics related to early childhood health, mental health, safety, and other related topics. Provide direct service to individual grantees, at the direction of the Regional Office. Support emerging OHS initiatives and priorities.Basic Qualifications:
The Health Specialist shall have:
A minimum of a BA or a BS from an accredited university or college in public health, health education, maternal and child health, health administration or related degree. If the highest degree was awarded more than ten years ago, the resume should be specific regarding such events as courses, conferences, seminars attended or relevant work experience. A minimum of three years’ experience related to health services in early childhood programs such as Head Start/Early Head Start, maternal and child health, school health or community health programs specific to the development and implementation of comprehensive health services for young children and families. 1 + years of experience analyzing health related data and helping programs make data driven decisions. 1 + years of experience providing training and technical assistance related to health services for children birth to five, including work with management teams and program staff. 1 + years of experience facilitating group discussions and presenting to range of audiences. 1 + years of experience with programs serving children from diverse backgrounds such as children with special health care needs, children with disabilities, children who are dual language learners, children in family childcare settings, and/or children who are homeless. 1+ year experience communicating, both orally and in writing, to various audiences.1 + year experience in emergency preparedness, response and recovery.Must have valid driver's license and successfully pass a Motor Vehicle Records (MVR) check.Preferred Experience/Skills:
Knowledge of Head Start performance standards and all applicable federal, state and local laws, rules and regulations.Experience working within a Head Start Program.Professional Skills:
Experience with Microsoft Office (Word, Excel and PowerPoint) required.Experience using virtual platforms and technologies, i.e. Skype, Zoom, Adobe, Teams etc.Strong analytical, problem-solving and decision-making capabilities.Team player with the ability to work in a fast-paced environment.Ability to work with all levels of internal staff, as well as outside clients and vendors.Working at ICF

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$58,430.00 - $99,331.00Puerto Rico Remote Office (PR99)
