Job Description

 

Mission Technologies, a division of Huntington Ingalls, is searching for a qualified candidate to fill the role of The UXO Quality Control / Safety Officer supports management in establishing, developing, implementing, and maintaining an effective QMS in accordance with ISO 9001:2015. Assists management in planning, developing, establishing, implementing, and maintaining an approved Quality Manual compliant with the Statement of Work and QMS elements. Provides technical support for UXO personnel conducting range clearances and ordnance response projects. Develops and implements approved explosives and UXO health and safety program in compliance with applicable DoD policy and federal, state, and local health and safety statutes, regulations, and codes. Analyzes operational risks, explosive hazards and safety requirement. Conducts audits and inspections for Quality, Safety, and Unexploded Ordnance.

Essential Job Responsibilities

 

Identifies hazardous workplace conditions and takes preliminary samples and measurements of hazardous forces and toxic substances, removes hazards and/or protects employees by guarding, revising work procedures, and training or requiring use of protective clothing and personal protective equipment. Takes effective steps to ensure that workplace conditions comply with applicable federal and state occupational safety and health standard provisions of any labor agreement, ensuring that all required records are prepared and maintained. Participates in Occupational Safety and Health Administration (OSHA) inspections and in any procedures that may follow a citation. Investigates, prepares, and forwards as required reports on injuries and fatalities. Conducts safe work procedures training courses.

Minimum Qualifications

 

5 years relevant experience with Bachelors in related field OR 3 years relevant experience with Masters in related field OR 0 years experience with PhD or Juris Doctorate in related field OR High School Diploma or equivalent and 9 years relevant experience. Graduate of Naval School, Explosive Ordnance Disposal (EOD) at Indian Head, MD or Eglin AFB, FL / UXO School Ten years’ experience in explosive ordnance recognition, handling, retrieval, and disposal. Eight years’ experience in all phases of range clearances or munitions response actions. Five years’ experience in UXO supervisory positions (UXO Tech III) Must possess and maintain a Government Secret Clearance Preferred Requirements

 

ISO 9001:2015  Internal Auditor or Lead Auditor certification Experience in managing an Explosive Safety Program. Ability to read and write UXO technical documents to include SOPs and work instructions. Familiarity with DoD, DoN, Range sustainment and AA&E directives  and instructions. Proficient in Microsoft Office products, hand held GPS hardware and supporting software. (i.e. Map Source, ARCGIS, UXO estimator, EOD TDA, ARCPAD, AEODOPS) Coordinate and implement Occupational Safety and Health Program at the site level. Ensure compliance with all applicable regulatory bodies including OSHA, EPA, USN, etc.; identify and mitigate physical and procedural hazards in the workplace, provide or coordinate safety training for employees as required or directed Provide direction to the site manager in all areas of hazard assessment, control, regulatory compliance, and safety program initiatives. Must possess a valid state Driver’s License.  Must be trained and qualified/certified in accordance with Department of Defense Explosives Safety Board (DDESB) Technical Paper (TP) 18. Minimum Qualifications for Unexploded Ordnance (UXO) Technicians and Personnel Must obtain and maintain Medical Examiner’s Certificate in accordance with 49 CFR 391.41. Must maintain current CPR/First Aid certification Maintain current 40 Hour Hazardous Waste Operations and Emergency Response (HAZWOPER) certification.  Possess 8 hour HAZWOPER Supervisor certification.  Possess Quality Control Training certification. Physical Requirements May require working in an industrial or shipboard environment. Normally not required to lift more than 40 pounds higher than three feet above feet/floor level. May encounter extremes of temperature, pollution, humidity, noise, and other environmental factors while collecting data, observing performance of task teams.
