The current Spanish-speaking required vacancy is with the Health Coverage Unit. Primary responsibilities will include: + Supervision of Health Benefits Analysts (HBAs) working remotely and stationed throughout the county including the San Mateo Medical Center (SMMC) clinic sites. + Co-coordination of operations of the HCU SMMC offices including overseeing the client flow in the offices and providing guidance and support to HBAs providing health coverage enrollment assistance. + Co-coordination of activities and projects with community and county partners including Behavioral and Health Recovery Services (BHRS), Health Plan of San Mateo and San Mateo County Human Services Agency. + Co-coordination of the various uninsured outreach, referral, screening, eligibility, and case management processes at all SMMC sites. + Providing public health coverage outreach and enrollment assistance to County residents as needed. The ideal candidate will have experience effectively planning, organizing, prioritizing, and supervising the work of clerical personnel; knowledge in various public health coverage programs to coordinate processes involved in eligibility for and enrollment in healthcare programs; work independently with minimal supervision using initiative and sound independent judgment; coordinate outreach activities to specific populations; and communicate effectively and establish and maintain effective positive working relationships with those contacted in the course of work. Previous leadership experience is highly preferred. Examples Of Duties Duties may include, but are not limited to, the following: + Plan, assign, review and supervise the work of assigned staff; train staff in work procedures; ensure the professional development of staff; and develop individual and team performance. + Evaluate employee performance, counsel employees and effectively recommend initial corrective action and other personnel decisions. + Train staff in County policies and procedures and State and/or Federal laws, rules and regulations. + Support, assist and guide workers in difficult situations. + Develop and implement program goals for assigned functions. + Monitor quality of work, identify problems and recommend corrective action. + Foresee and implement change. + Coordinate assigned functions with other County staff and departments. + Collect and analyze information, draw sound conclusions and prepare effective recommendations + Prepare a variety of special and periodic reports. + Assist the public with enrollment in various health care coverage programs such as Medi-Cal, Covered California, Access and Care for Everyone (ACE), Kaiser Community Health Care Program (CHCP), SMMC Discounted HealthCare Program (DHC) and Charity Care Programs. + Provide final eligibility for the County financial assistance programs such as the ACE, DHC and the Charity Care Programs. + Interact with staff from community-based and county organizations such as the Health Plan of San Mateo, the Human Services Agency, the Public Health Division, and other organizations. + Assist patients who have billing issues including re-coding visits and referring accounts to Patient Financial Services. + Perform related duties as assigned. Qualifications Knowledge of: + Principles and practices of employee supervision and training. + Principles and practices of the specific program areas to which assigned. + Principles, practices and techniques of administrative and programmatic research and analysis. + Applicable federal, state and local laws, rules and regulations and County and program policies and guidelines related to the program area. + Computer applications related to the work. + Office administrative practices and procedures, including records management and the operation of standard office equipment. + Public and community resources and programs the interrelationships of the various disciplines in the health and human services field. + Interviewing techniques. + Workload planning and prioritizing techniques. Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is three years of experience performing assessment, placement and/or healthcare financial assistance program eligibility work within the last five years.
