As an Eligibility Policy Analyst, you will use strong analytical and critical thinking skills to develop health care eligibility policy that complies with state and federal laws. You will be responsible for supporting eligibility policy and operational activities across the DHS and provide strategic policy consultation to other areas of the Health Care Administration (HCA). The person in this position will be part of a strong team dedicated to DHS’s mission of helping people meet their basic needs so they can live in dignity and achieve their highest potential. Responsibilities Include: + Using research and analytical skills to investigate and analyze federal and state authorities governing Medicaid and MHCP. + Drafting thorough policy documentation, including research and analysis papers. + Maintaining and revising the MHCP Eligibility Policy Manual; explaining complex policies clearly and understandably for public use. + Publishing bulletins and other formal communications to inform local servicing agencies and the public about policy changes. + Participating in cross-divisional project teams to ensure proper implementation of policy within the current eligibility technology systems, as well as in new or modernized technology. + Collaborating with training and operational staff to ensure servicing agency procedures result in accurate eligibility determinations. + Using critical analysis skills to identify gaps in policy and leading efforts across business areas to resolve those problems. + Resolving questions and inquiries about health care eligibility policies from local servicing agencies, citizens, advocates, legislators, and other state and federal agencies. + Working with division leadership to improve processes and systems for maintaining and developing policy. **Minimum Qualifications** **To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.** Three (3) years professional experience researching, analyzing, and communicating complex policies or laws in one or more of the following areas: + Eligibility rules for Minnesota Health Care Programs (Medical Assistance, MinnesotaCare and Minnesota Family Planning Program), MNsure programs, or other state’s Medicaid, Children’s Health (CHIP), or Basic Health Program. + Eligibility rules for Supplemental Nutrition Assistance Program (SNAP), Minnesota Family Investment Program (MFIP), Minnesota Supplemental Aid (MSA), Refugee Cash, or an equivalent food, cash and supplemental aid program in another state. + Law practice with focus on health law, public program eligibility rules, Social Security or disability law. _***Bachelor's degree in political science, public administration, sociology, English, philosophy, or related field may substitute for 1 year of professional experience_ **_OR_** _Juris Doctor (J.D.) or Master’s degree in public policy, public administration, public health, health policy, law or related field may substitute for 2 years of professional experience***_ **Preferred Qualifications** + Master’s degree in public policy, public administration, health policy, law, or related field. + Extensive experience with Minnesota Health Care Programs and relevant state and federal laws. + Experience researching, analyzing, and developing policy + Experience leading policy implementation initiatives and projects. + Experience working with IT systems changes and business requirements. + Variety of experiences working effectively with others from different backgrounds and cultures. **Additional Requirements** REFERENCE/BACKGROUND CHECKS - The Department of Human Services will conduct reference checks to verify job-related credentials and criminal background check prior to appointment.
