The Eligibility Policy Analyst position is an exciting opportunity for someone who is interested in public health care program eligibility rules, including legal and policy analysis. This position is responsible for analyzing, developing, implementing, and maintaining eligibility policies for families with children and adults including Medical Assistance (Minnesota’s Medicaid program), MinnesotaCare, and the Minnesota Family Planning Program. As an Eligibility Policy Analyst, you will work independently and as part of a dedicated team to develop health care eligibility policy in accordance with state and federal laws. You will be responsible for supporting eligibility policy and operational activities across DHS, county and tribal partners, and provide strategic policy consultation to other areas of the Health Care Administration (HCA).
Additional responsibilities include:
+ Research and analyze federal and state legal authorities governing MHCP and Medicaid.
+ Develop detailed policy documentation, including research and analysis papers, and issue and options memos based on legal authorities, DHS mission and values, and improving equity to access for MHCP applicants and enrollees.
+ Maintain the MHCP Eligibility Policy Manual to ensure it provides accurate, timely, and clear information.
+ Participate in cross-divisional project teams to ensure proper implementation of policy within the current eligibility technology systems, as well as in new or modernized technology.
+ Collaborate with training and operational staff to ensure county and tribal servicing agency procedures result in accurate eligibility determinations.
+ Use critical analysis skills to identify gaps in policy and leading efforts across business areas to resolve those problems.
+ Resolving inquiries about eligibility policies from county and tribal servicing agencies, the public, advocates, legislators, and other state and federal agencies.
+ Collaborate with team members and division leadership to improve processes and systems for maintaining and developing policy.
**Minimum Qualifications**
Three (3) years of professional experience researching, analyzing, and communicating complex policies or laws in one or more of the following areas:
+ Minnesota Health Care Programs (Medical Assistance, MinnesotaCare and Minnesota Family Planning Program), MNsure programs, or other state’s Medicaid, Children’s Health (CHIP), Basic Health Program or Marketplace program.
+ Supplemental Nutrition Assistance Program (SNAP), Minnesota Family Investment Program (MFIP), Minnesota Supplemental Aid (MSA), Refugee Cash, or an equivalent food, cash and supplemental aid program in another state.
+ Law practice with focus on health law, public program eligibility rules, Social Security or disability law.
_***Bachelor's degree in related field may substitute for 1 year of professional experience_ **_OR_** _Juris Doctor (J.D.) or Master’s degree in public policy, public administration, public health, health policy, law or related field may substitute for 2 years of professional experience***_
**Preferred Qualifications**
+ Advanced degree in public policy, public administration, public health, health policy, law or related field.
+ Proficiency in Minnesota’s IT eligibility systems (METS, MAXIS, and MMIS) or similar systems in other states.
+ Knowledge of project management principles, project planning, and successful implementation of initiatives and projects.
+ Experience presenting new policies, changes, and clarifications to a broad audience virtually and in-person.
+ Experience working with IT systems changes and business requirements.
+ Previous work experience with a county, tribal or state government agency determining eligibility for health care or public assistance programs.
+ Previous work experience as a policy or research analyst at a college, university or research entity, health care organization, or state or federal government agency on issues related to Medicare or Medicaid eligibility and enrollment.
+ Variety of experiences working effectively with others from different backgrounds and cultures.
