For information about this job posting contact: ELMHS-HR@LA.GOV 225-634-0259 Minimum Qualifications MINIMUM QUALIFICATIONS: Seven years of experience in medical records or as a patient coder; OR Six years of experience in medical records or as a patient coder plus registration with the American Health Information Management Association, as a Registered Health Information Technician (RHIT), a Certified Coding Specialist (CCS), or a Registered Health Information Administrator (RHIA); OR A bachelor’s degree in health information plus four years of experience in health information. Job Concepts FUNCTION OF WORK: To direct all activities of an accredited health information department ensuring compliance with state and federal laws and agency/facility policy. LEVEL OF WORK: Administrator. SUPERVISION RECEIVED: Broad direction from a higher-level agency official. SUPERVISION EXERCISED: Direct over Health Information Manager and other lower-level health information jobs. LOCATION OF WORK: Statewide. JOB DISTINCTIONS: Differs from Health Information Manager by the presence of responsibility for the administration of a facility's accredited health information department. Administers lower-level Health Information positions in the collection, maintenance, coding, auditing, and release of health records. Develops and revises policies for the health information section. Implements new developments in health records and health data systems for members, facility committee(s), and agency officials. Formulates department policies, rules, and regulations regarding the content of health records. Audits health records for qualitative and quantitative completeness according to hospital, state, and federal regulations. May lead and participate in Utilization Review Committee(s) in reviewing records; follows Utilization Review Plan(s), maintains health records, and compiles statistics for Utilization Review Committee studies. Prepares pertinent information for medical staff and administrative committees. Applies applicable legal, ethical, accrediting, licensing, certifying, and institutional requirements needed for data collecting and processing. Oversees and audits procedures for confidentiality of health information. Develops and conducts in-service training programs in health information procedures for facility staff. Develops procedures for collecting and processing health information. Monitors the accuracy of quantitative analyses of health records. Leads and directs health record audit activities. Identifies information for use in the facility's quality assurance studies. Oversees quality assurance studies of health records. Develops effective methods for record retention. Researches and recommends emerging health information collection techniques and systems to facility leadership. Meets with accrediting bodies during audits and works with them to develop procedures to ensure compliance.
