Duties Description The Special Supplemental Nutrition Program for Women, Infants and Children (WIC) offers nutrition education, breastfeeding support, referrals, and a variety of nutritious foods to low-income, pregnant, breastfeeding, or postpartum women, infants and children up to age five to promote and support good health.The Health Program Administrator position is in the Bureau of Supplemental Food Programs Contract Management Team. The incumbent would provide contract management support to the contract managers who oversee daily WIC operations at 16 WIC local agencies located throughout the surrounding area. This includes the review of assigned local agencies' annual budgets, line-item interchanges, budget modifications, voucher claims, vacancy reports, and time study submissions; monitoring local agency compliance with WIC policy and federal regulations; liaising with local agency staff and other Bureau sections; assisting local agencies with policy interpretation and implementation; maintaining up to date knowledge of WIC Program policies and procedures, and federal and State regulations. The incumbent will represent the team at Bureau/Division/Department meetings and workgroups; plan and facilitate meetings; oversee staff development; and perform other duties as assigned.
Minimum Qualifications NY HELPS: bachelor's or higher degree. Reassignment: Current NYS Department of Health (DOH) employee with permanent or contingent permanent status as a Health Program Administrator, Grade 18.Transfer: Current New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to transfer to Health Program Administrator, Grade 18. Preferred Qualifications: The preferred candidate will have experience in contract management, interpretation of federal regulations, development/implementation of program policies and procedures, and strong analytical skills. The candidate will have experience using tracking methods available through the Microsoft Office product suite; excellent organizational skills; and strong written and verbal communication skills.
