Duties Description This position will support the activities of the Western Region Administrative Services team. These duties will include, but not be limited to: Human Resources: Assists all staff in resolving problems by interpreting program guidelines and regulations; In collaboration with HPA1, oversees recruitment process, including canvassing of lists, determination of candidates to interview, packet compilation and submission, maintaining of Personnel database, on-boarding, separation; Reviews employment applications and identifies candidates that meet qualifications for job postings; Drafts recruitment materials and job posting documents for review by HPA1; Coordinates FOIL requests/responses for the Western Region; Oversees purchase of supplies and equipment, researches need and follows NYS purchase guidelines, reconciles monthly credit card statements, maintains Western Region Purchase database; Serves as the Region’s Sustainability Coordinator; Assists the Administrator on Duty Coordinator; Completes reports as assigned and conducts research and writing as requested. Office Operations: Operates as the building liaison, including oversight of repairs, maintenance, cleaning services and the physical operation at the Buffalo/Rochester Office (24 hour on call); Serves as program liaison between programs and fiscal units, identifying purchase needs and ensuring that all protocols and guidelines are followed by reviewing federal and State guidelines; Manages all aspects of swipe card door access security program for the Buffalo/Rochester Office; Maintains information on Controlled Equipment reporting annually to OMG. ITS Liaison: Functions as the liaison between ITS and regional staff; Works with OHIM to ensure that computer equipment is tracked and maintained properly, following all requirements. Supervision: Supervises all Administrative support staff providing guidance and oversight, determining assignments, leave approvals, performance evaluations, identifying training needs, setting priorities and deadlines. Training: Back up to the Western Region Training Coordinator, identifying needed trainings, and ensuring that all regional staff complete mandated trainings.
Minimum Qualifications Reassignment: Current New York State Department of Health (DOH) employee with permanent or contingent-permanent status as a Health Program Administrator (G18), Health Program Administrator Trainee 1 (NS) or Health Program Administrator Trainee 2 (NS). Transfer: New York State employee with one year of permanent or contingent-permanent service in a title at or above a G11 and eligible for transfer to Health Program Administrator (G18) Health Program Administrator Trainee 1 (NS) or Health Program Administrator Trainee 2 (NS) under Sections 52.6 or 70.1 of the Civil Service Law. Public Candidates: qualified 55-b/c candidate in possession of a bachelor's or higher degree. NY HELPS*: Possession of a bachelor's or higher degree.Preferred Qualifications: Experience with Statewide Financial Systems (SFS) purchasing process. Experience and understanding of the B1184 process. Strong computer skills with proficiency in Microsoft Office software; excellent verbal and written communication skills; excellent organizational skills with the ability to prioritize multiple assignments; experience with NYS hiring process.
Additional Comments Permanent, full-time appointment. Transfer candidates may be asked for a social security number to verify transfer eligibility. The position may be filled at the Health Program Administrator Trainee 1 or 2 levels. Traineeship salaries are non-statutory, resulting in Salary Grade 18 upon completion. *New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS) - waives Department of Civil Service examination requirements for certain positions for a period of one year.
