Job Purpose
The Health Resilience Advisor will be part of the Programme Technical Team and will work under the guidance of the Global Health Advisor to provide technical support to country programmes to strengthen the quality of health programming implementation for greater efficiency, effectiveness, and impact. They will have a particular focus on strengthening the country programme’s health resilience, system strengthening and social and behaviour change approaches focusing on both aspects of supply and demand. The position holder will also work closely with GOAL’s monitoring, evaluation learning and communications departments to document and disseminate the evidence of the impact of GOAL's health approaches.
Key Areas of Responsibility
Strategy and Design:
Supporting the roll-out of GOAL’s Health Resilience tools and approaches Collaborating with Emergency Response Unit, support GOAL’s approach to Health Emergency preparedness and response, particularly in relation to disease outbreak preparedness and response Ensuring health programming complies with GOAL’s Global Crisis to Resilience strategyPositioning & Proposal Development:
Supporting donor proposal development Support positioning for Health funding opportunitiesQuality Programme Delivery for Crisis to Resilience:
Supporting country programs in delivering high-quality, resilient, and adaptive health programming Providing remote and in-country technical support to ensure evidence-based health intervention Integrating WASH and nutrition into primary health programs Developing community health approaches to address structural, gender, and cultural barriers Assisting in creating robust health program monitoring toolsEvidence and Learning:
Supporting learning and documentation of programme evidence and research to strengthen programming approaches Identifying opportunities for research, innovation and advocacy, as well as supporting cross-organizational learning Taking the lead on supporting periodic internal evaluations of country health programmes Engaging with relevant networks, academic institutions, etc. for sharing and learning on best practiceRequirements (Person Specification)
Extensive previous INGO experience at a senior level, including a proven track record of implementing Health programmes; Ability to represent GOAL with donors, INGOs, commercial entities/other external institutions; Skilled communicator with ability to work effectively across cultures, including remotely Ability and willingness to travel frequently.Desirable
Fluency in French and/or Spanish; Prior experience in field research and qualitative & quantitative techniques for collecting information; knowledge of GOAL’s Health donor’s e.g. ECHO, EU, BHA, USAID, Irish Aid, World Bank, WHO, UNOCHA Experience in writing learning reviews, articles and texts for professional publications; Experience developing training materials and providing training.
