Summary Incumbent is the principal health system advisor and staff assistant to the Deputy Chief of Staff, Quality and Patient Safety. The VA Ann Arbor Healthcare System (VAAAHS) is a 1a complexity VHA Medical Facility. The incumbent is responsible to provide a high degree of analytical ability, interpersonal skills, and specialized knowledge in the area of health care service administration with a focus on medical care delivery, quality, and more. Responsibilities Major Duties and Responsibilities Operational Analysis and Coordination Deputy Chief of Staff's Office in planning, developing, coordinating, and managing its various programs, and assessing individual and programmatic adherence to those goals through devising and applying appropriate measures. This includes both qualitative assessment, such as internal outcome and process measures, and quantitative assessment, such as oversight of workload productivity, revenue generation, responsibility for financial accountability, and medical services and business analysis and support for both clinical and administrative contracts. The Health System Specialist (HSS) , maintains close liaison with the direct care health services reporting to the DCOS, assists the DCOS in coordinating the efforts of the services so that the patient care, teaching and research missions of the healthcare system are met. He or she maintains continuous effective personal relationships with all service chiefs and their staff on matters concerning the office of the DCOS. The incumbent conducts and directs special studies and analyzes complex problems relating to administrative issues concerning the DCOS. S/he recommends solutions and supervises the implementation of the solutions once they are approved. HSS is responsible for acting on directives from Veterans Health Affairs, VISN, OIG, and the Joint Commission and for writing policies applicable to the healthcare system based on these directives. HSS provides position management advice and recommendations to Service Chiefs and Administrative Officers including providing advice on the distribution of workload among positions and organizations, and the skills mix or categories of employees needed to do the work. The incumbent may develop major organizational proposals that involve extensive analysis prior to recommending significant changes in workforce distribution, positions, and/or functional responsibility. Consultation and Advising HSS works with the DCOS, Service Chiefs, and Administrative Officers to develop, analyze, evaluate, advise on, or improve the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments, delegations of authority, management controls, information and documentation systems, and similar functions of management. HSS supervises special studies and surveys employing the principles of scientific management to assist and advise the DCOS as to the most effective method for accomplishing the Medical Center's mission and goals. The incumbent analyzes management techniques, processes, and styles for improving organizational effectiveness. HSS makes recommendations for effective organizational changes and analyzes multifunctional programs within the medical center to determine whether the management system in current use efficiently accomplish objectives sought and whether they provide controls necessary for sound management. HSS provides advice and recommendation to Service Chiefs and the Administrative Officers, including advises on the distribution of workload among organizations and the positions needed to do the work. His/her analytical techniques are varied, and many are complex. S/he performs work related to reviewing and monitoring the impact of programs, plans, procedures, and methodologies; and/or analyzing quality initiatives and processes. Supervisory Activities HSS provides direct supervision to support staff within the Deputy Chief of Staff office.. S/he is responsible for maintaining and updating position descriptions, establishing performance standards, conducting semiannual evaluations and annual performance appraisals, counseling or issuing disciplinary actions for staff who performance or conduct is marginal or unsatisfactory, assisting in the development of teams for improvements and potential awards, interviewing, selecting and hiring new staff members, and requesting resources for continuing education. The incumbent is responsible for developing and distributing supervised employees' schedules of work. Performs other duties as assigned. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
