Summary About the Position: This position is located in the Defense Health Network West under the Defense Health Agency (DHA) in San Antonio, TX. Serves as the Defense Health Network (DHN) Clinical Quality Management's (CQM) Clinical Measurement (CM) principal advisor and as such is the subject matter expert for all CQM CM related matters. Responsibilities Technical and administrative authority on issues related to the planning, coordination, and execution of efforts to implement new programs that reinforce clinical quality management and clinical quality measurement initiatives and activities. Conduct analysis of issues and research to develop and recommend approaches and achieve program objectives to meet internal and external requirements. Develop protocols and methodologies to monitor the operational processes that affect the assessment of the quality of healthcare delivered in the MHS. Conduct research, review, and perform analysis on unforeseen, highly complex issues related to healthcare quality assessment and the organization of program resources. Represents the DHN CQM CM Program requiring technical expertise on issues related to improving CM quality assessment through measure reporting initiatives and best practices. Perform comparative evaluation of DHN’s CQM CM as compared to internal quality metrics. Responsible for preparing and conducting CQM CM presentations to the various DHN and DHA governing bodies, as well as to the Service representatives and senior leadership. Utlizing the following dashboards and tools: MHS Genesis to include Discern reports, HEDIS dashboard, AHRQ dashboard, health.mil, CarePoint. Utilizing Agency for Healthcare Research and Quality, Patient Safety Indicators, Inpatient Quality Indicators (IQI) and Prevention Quality Indicators (PQI), National Surgical Quality Improvement Program (NSQIP), ORYX, Care Compare, and Leapfrog. Specialized Experience: One year of specialized experience includes evaluating medical service delivery to identify clinical quality improvements; analyzing policies and/or procedures to develop protocols across medical facilities; utilizing a healthcare automated system, such as MHS Genesis, to pull reports; and providing guidance and advice to senior leaders in a healthcare setting. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Health Policy Planning Support Health Systems Analysis Healthcare Operations Administration Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Additional Information Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required.
