Health System Specialist - Controlled Substance Coordinator/Auditor
Summary The Health System Specialist - Controlled Substance Coordinator/Auditor will audit and monitor to ensure compliance with policies and laws governing business operations, health information management practices, privacy, research compliance, records management, ethics and business integrity, as well as serving as the Controlled Substance Coordinator (CSC) overseeing all initiatives as it relates to the Controlled Substance Inspection Program (CSIP). Responsibilities Major duties include: Develop facility specific Controlled Substance Inspector (CSI) training materials. Resolve Control Substance Program management issues that arise at the facility. Serve as principal advisor on issues of organization compliance for the HCS. Develop written policies and procedures and/or memorandums that promote commitment to corporate compliance. Coordinate operating programs for the HCS as it relates to Quality Management. Monitor the monthly controlled substance unannounced inspections by maintaining an active presence during the inspections. Document and report on trends and frequency of non-compliance and develop an analytical data review for monthly and quarterly reports. Assess business functions and those aspects of clinical functions which impact business operations. Make recommendations for actions when adjustments or a different course of action is necessary. Identify and researches health care system risks and program weaknesses for potential non-compliance. Perform qualitative and quantitative review of operations in the health care system, including internal controls related to prioritized risk areas. Perform quality data reviews, detect trends and problem areas, which impact resource allocation, planning of work, and refinement of business practices. Performs other duties as assigned. Requirements Conditions of Employment Qualifications Individual Occupational Requirement: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Specialized experience includes: interpreting laws and regulations governing healthcare industry standards; developing policies and procedures consistent with applicable guidelines; applying various techniques for collecting, analyzing, and/or interpreting data; and utilizing various software systems to create reports, graphs, and/or presentations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in a field related to the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: You must have a combination of specialized experience and education beyond 1 full year of graduate level education. OR, Inservice Placement: I have successfully completed an agency-sponsored on-the-job training program that included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: 1) Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; 2) Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and 3) Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. GS-11 grade level: Specialized Experience: One year of specialized experience (equivalent to the GS-09 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: interpreting laws and regulations governing healthcare industry standards; developing policies and procedures consistent with applicable guidelines; assessing existing policies and procedures for non-compliance risks; applying various techniques for collecting, analyzing, and/or interpreting data; providing guidance and recommendations to senior management, compliance committees, and/or clinical advisory boards; and utilizing various software systems to create reports, graphs, and/or presentations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduation education leading to such a degree, or an LL.M., in a field related to the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Additional Information Physical Requirements: The work is generally sedentary with some visits to worksites requiring walking and standing, especially when conducting an inspection. Some bending, stooping, and carrying light items such as paper, binders, and medical charts is required.
