**Overview** **About the Position:** This position is located at the Stand-Alone Market, NBHA Portsmouth, with the Dir of Med, Optometry, Kittery, ME. The Portsmouth Naval Shipyard (PNS), often called the Portsmouth Navy Yard, is a United States Navy shipyard on Seavey's Island in Kittery, Maine, bordering Portsmouth, New Hampshire. The naval yard lies along the southern boundary of Maine on the Piscataqua River. For more information, please visit the following link: https://www.usajobs.gov/Help/working-in-government/benefits/ **Who May Apply: US Citizens** **This is a Direct Hire Solicitation** **Responsibilities** + The PNSY program involves testing individuals to determine if they meet PNSY work guidelines regarding visual acuity, depth perception, and color vision. + When safety spectacles are required, the incumbent is responsible for fitting/ordering/dispensing prescription safety eyewear, parts and accessories. + The incumbent functions as a para-optometric in the reception of patients, ancillary testing of these patients, and disposition for spectacle ordering, referral, or follow-up. + Measures visual acuity, distance and near; amplitude of accommodation; and interpapillary distances: and instills ocular medications as needed. + Performs confrontation visual field tests and tonometry and color vision testing. + Technical/professional skill is required in the use of the following instrumentation: Topcon Retinal Camera; Humphrey Visual Field Analyzer; and other optometry instruments as required. + Office management. The incumbent is required to establish and maintain appointment templates and to make appointments not filled by the TRICARE contractor. + The incumbent is responsible for maintaining a numerical filing system to keep all civilian and military vision records current. + Performs other duties as assigned. **Qualifications** **Who May Apply: US Citizens** In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes using equipment used in the optometric field (such as manual and automatic lens meters, auto-refractors, funduscopic cameras, tonometer, visual field machines, and other tools); perform basic eye testing procedures; use electronic records system to input data and maintain patient records. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). OR Education: A half year (i.e., 9 semester hours) of graduate level education in a field directly related to the work of the position, such as Optometry. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9.
