Health Technology Assessment Manager

Accountable for developing the health economic strategy, providing scientific expertise and effective project oversight to ensure the successful fulfilment to deliver a value propositions that are valued by payers via robust Health Technology Assessment (HTA) submissions to the National Health Security Administration (NHSA) on HTA evaluation for Lilly products in China. These responsibilities are important to ensure the brand’s value proposition and the initial pricing strategy is maintained to retain the commercial value of our products.

 

The HTA manager is responsible for applying their necessary knowledge, understanding, and evaluation of clinical, economic, and/or patient reported outcomes methodologies to develop robust core HTA components including but not limited to economic model, Cost Effectiveness Assessment (CEA), Budget Impact Assessment (BIA), Systemic Reference Review (SRR) and clinical statistical protocols etc. ensuring China HTA specificities are captured in these global deliverables and translating these into value proposition and HTA submissions to NHSA.

 

The HTA Manager should be able to effectively communicate the impact of HTA concepts and outcomes, particularly its business impact, to internal and external business partners as well as external experts and work with internal cross-functional colleagues, taking leadership to drive cross-functional input into the development of HTA submission and support the PRA strategy.  



Responsibilities:

Develop China health economics and HTA strategies for Lilly pipeline products for NRDL listing.Oversee the development of HTA developments and manage the submission process for NRDL. Project management: Select, manage, and support relevant market access agencies to prepare and write HTA submissions and ensure the delivery of quality outputs on time. Effectively communicates status of projects to management and key business partners to keep them informed of project status, budget implications, etc.Partner with the Global/International Value, Evidence and Outcomes (VEO) function in the development and review of health economic models and associated deliverables (model reports, CEA, BIA, SRR, etc.) to ensure they are suitable for the China HTA environment.Represent the Lilly Health economics case and respond to queries from external economic expert and NRDL post-submission questionsReview and monitor competitor/comparator HTA submissions for key insightsProvide HTA and health economics support to cross-functional PRA colleagues for effective internal stakeholder managementProvide HTA and health economic input into cross functional Marketing/ Medical brand teamsEnsure Real world evidence requirements for our brands are planned for from a HTA perspectiveProvides input to strategic customer planning process and thought leader planning/mappingPartners with other functions (e.g. PRA, brand teams, new product planning, clinical research, corporate affairs, market research, medical information, regulatory, statistics, strategic pricing, etc.) to deliver collaborative work products (e.g., clinical protocols, label language, statistical analysis plan, etc.) that align the health outcomes strategy with overall brand strategy.Environmental awareness: Maintain awareness of significant developments in the field, including current health outcomes methodologies and applications, therapeutic area developments, and other issues as appropriate for specific position responsibilities. The HTA Manager disseminates information about significant developments by providing accurate and understandable interpretations of these developments for internal stakeholders and provide recommendation to adapt of internal processes, if required. Maintains a presence and relationship with the research community related to health economics/HTA/HO.


Basic Requirements:
An advanced degree, including M.D., or PharmD/Master’s degree with relevant experience in an appropriate discipline (i.e., Health Economics Master’s or Medical/Pharmacy/Biostatistics degree with a strong component including health economics or experience in health economics/economic evaluation and Knowledge of all technical aspects of health economic evaluation, including methods of cost effectiveness analysis and assessment of patient quality of life and functional status would be important, as well as the ability to apply health economics principles to practical issues)
