Health & Welfare Analyst II
We are so glad you are interested in joining Sutter Health! **Organization:** PAMF-Palo Alto Medical Foundation PAD **Position Overview:** Performs a variety of standard and moderately complex professional and technical work within a specialized human resources discipline – areas may include health benefits, employee safety, leave of absence or workers compensation. Coordinates data collection and performs analysis, research/investigatory and/or case management functions to determine course of action or next steps, and/or to mitigate financial risk/liability or lost productivity. Uses discretion and professional judgment, ensuring consistency and compliance with policies and procedures, and applicable laws, regulations and collective bargaining agreement. Serves as a resource, and provides information to managers, employees and family members to facilitate understanding of policies and procedures, and laws and regulations. May function as a liaison to external parties. This role is focused in the areas of Leave and Disability, H&W benefits, and 401k administration. *This role has the opportunity to work at home three days a week. The person selected will be required to work in our offices in Los Altos two days a week. Management reserves the right to revise the job description or require that other tasks be performed when the circumstances of the job change (for example, emergencies, staff changes, workload, or technical development)._ **JOB ACCOUNTABILITIES:** Standard and Moderately Complex Professional and Technical Work • Reviews and evaluates issues/cases from initiation to closure/resolution, applying best practices, policies and procedures and working knowledge of laws and regulations. Works with external parties as appropriate. • Ensures timely review and assessment of data/requests/documents, making fair and consistent conclusions and ensuring compliance with policies and procedures; local, state and federal laws and regulations and, if applicable, collective bargaining agreements. • Negotiates or takes appropriate action/next steps to mitigate risk/liability, coordinating with legal counsel on specific issues/cases. • Participates in collective bargaining process, identifying significant or controversial issues and recommending changes in contract language to comply with applicable legislative changes. Data Collection, Analyses, Research and/or Investigations • Gathers and organizes data/statistics from a variety of sources to support program administration, meet legal reporting requirements, and/or respond to inquiries from government agencies. • Analyzes, trends and monitors data to assist with reducing financial costs, and prepares and presents report/data. • Updates, reviews and audits data/cases, and performs quality assurance to ensure data integrity and compliance with legal and program requirements. • Coordinates and/or provides requested data/information to external parties/auditors. Information Resource • Clarifies, interprets and provides relevant information to manager, employee or family member, and HR staff based on specific circumstances. Makes appropriate referrals as need arises. • Reviews relevant information and stays current on applicable legislative changes and market trends. • Provides guidance and recommendations to team members and HR staff on complex or unique issues/cases, identifying and recommending strategies to mitigate risks and/or further escalation or progression of issue. • Assists with developing best practices and/or updating policies and procedures. • Recommends and/or provides training. Performance Management and Continuous Improvement • Seeks and responds to regular performance feedback. • Plans and organizes work to ensures delivery of business results. • Contributes ideas and actions toward continuous improvement of processes and workflows. • Recognizes and communicates potential issues to leader, recommending solutions as appropriate. Willing to learn Palo Alto Foundation Medical Group processes. **EDUCATION:** _Equivalent experience will be accepted in lieu of the required degree or diploma._ Associate's in Human Resources, Business Administration, Accounting/Finance or related field. **TYPICAL EXPERIENCE:** 2 years recent relevant experience **SKILLS AND KNOWLEDGE:** Current working knowledge of applicable laws and regulations pertaining to the specific human resources function. Knowledge of principles and practices specific to the assigned human resources function. Strong knowledge of FMLA, CFRA, ERISA. Broad knowledge of the assigned human resources program. Understanding of Health Insurance Portability and Accountability Act (HIPPA) requirements. Ability to interpret, apply and explain applicable laws, rules, regulations, policies and procedures. Critical thinking and analytical skills with the ability to recognize to recognize, research and draw valid conclusions. Ability to compute and apply basic mathematical functions and computations, including calculating percentages and prorated amounts. Organization skills and attention to details. Ability to prioritize workload to complete assignments accurately and timely. Ability to communicate through verbal and written means with tact and diplomacy. Displays a customer service focus in all decisions and actions. Ability to interact and maintain effective working relationships with those contacted in the performance of role’s duties. Demonstrates respect for cultural and linguistic differences and promotes an inclusive work environment. Ability to work effectively in a dynamic and fast-paced environment with changing business priorities. Ability to maintain and work discreetly with confidential and sensitive information. Ability to use essential applications and/or computerized databases associated with the role’s duties and responsibilities. Strong skills using excel, word, outlook, PowerPoint.
