Health Workforce Development Director Posted Date 19 hours ago(1/14/2025 11:29 AM) Job ID 2025-6750 Location Global Category Global Employment Status Contingent Upon Award Overview Jhpiego seeks a Health Workforce Development (HWD) Director to provide technical leadership and project oversight in the areas of health workforce strengthening for an upcoming CDC-funded project in multiple countries and potentially across multiple regions. The $125 million project project aims to enhance health informatics capacity by focusing on workforce development activities. The project will operate over a 5-year period. The position will operate under the leadership of the Project Director and Jhpiego’s senior management team, and will oversee and ensure the technical and methodological soundness of project activities related to health workforce capacity building. In collaboration with project team and partners, the position will support the design and implementation of service delivery strategies based on evidence and global best practice. This position is contingent upon award from CDC. Responsibilities Provide technical oversight, strategic direction and definition of appropriate project activitiesEstablish and implement a system to ensure technical quality of project activitiesDevelop and/or update evidence-based training materials, standards, job aids, and curricula, supervisory systems needed for implementation of the Project to meet the needs of CDC and Ministries of Health Provide mentoring and capacity building at the individual and organizational level in specific areas of expertise including but not limited to:Provide technical assistance for conducting site assessments and strengthening referral systems, in-service and/or pre-service education, and supportive supervision Coordinate advocacy, demand generation, and policy support, across project sites as required Lead the formulation of innovative approaches for scale up of targeted [insert technical area] servicesActively participate in relevant technical advisory/working groups and professional forums representing JhpiegoWork with health care providers, local authorities, community members and project team members to identify [insert clinical, community-based] service delivery issues that impede access to care and uptake of servicesIdentify and implement appropriate facility- and community-based strategies to address [insert technical area] service delivery gapsIdentify training needs for clinical and community healthcare providers and assist in the design and implementation of measures to address those needsWork closely with the [insert Chief of Party/Project Director] on setting project priorities and directions, and responding to requests for support from local counterpartsWork with M&E staff to design, implement a plan to track data/results related to [technical area] to inform adjustments in project implementationCollaborate with all local stakeholders and implementing partners, especially the Ministry of Health and other US and international implementing partners, to ensure that all activities conform to the requirements and regulationsDocument successes, lessons learned and challenges in implementation as well as reports of project activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requestedDocument and maintain an inventory of successful tools and approaches for [insert technical area]Author/co-author abstracts, presentations, and articles for journals and conferencesSupervise technical staffManage technical contributions of subgrantees, including defining scopes of workMaintain excellent relationships with CDC and in-country stakeholders and develop rapid responses Provide technical leadership to the development the project strategic plan, work plan, and project monitoring, in close collaboration with [MOH, donor, other stakeholders] to ensure timely implementation and compliance to the requirements and regulations of the award
Required Qualifications A Medical Degree (doctor or nursing)At least 10 years’ experience implementing and/or providing technical assistance in strengthening workforce capacity, health governance and leadership, and health policy in LMICsAt least 10 years’ experience in implementing and/or providing technical assistance of $10+ Million per year in donor-funded projects and in the design and implementation of health projects in LMICsDemonstrated experience strengthening regional and host country workforce capacity to:Develop workforce development plans and strategiesAssess health workforce capacities and skill maturity across sector levels and organizationsDevelop, implement and evaluate governance and policy strategies for workforce development across all levels Demonstrated experience providing capacity strengthening assistance at individual and organizational levelsDemonstrated in-depth understanding of healthcare systems in LMICs, particularly the public health systemFamiliarity with CDC’s administrative, management and reporting procedures and systemsProven track record managing a project team composed of several technical experts and fostering team workExperience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needsExcellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with CDC, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sectorExpertise in research to practice—identifying and adapting best practices to specific project contextsExcellent verbal, written interpersonal and presentation skills in EnglishProficiency in Microsoft OfficeAbility to travel nationally to project sites
Preferred Qualifications Master of Public Health preferred
