Funding for the Department consists of approximately $9 billion in annual receipts with over 380 state and federal funding sources. The Accounting team is responsible for managing the complete lifecycle of assigned federal awards, working with programmatic points of contact, budget analysts, management and other groups as necessary. The Accounting team prepares and submits federal and state financial reports, including the Department’s financial package for inclusion in the State of Iowa’s ACFR, cash management reports, the schedule of federal expenditures, and reports on final disposition of appropriations. The Accountants provide financial oversight of the Department’s ancillary accounting systems, ensuring the transactions occurring are in compliance with federal, state, and department policies. The Accountants provide technical consultation in the resolution of complex accounting problems, and review, interpret, and implement changes to processes as a result of changes in laws and regulations Responsibilities: This position will: + Manage the complete lifecycle of assigned federal awards, including formulating budgets, monitoring spend, analyzing transactional data for proper claiming in federal awards, determining cash flow needs, preparing and submitting federal financial reports, and providing direction on necessary adjustments. + Develop procedures and coordinate preparation and reconciliation of state and federal financial reports. + Serve as subject matter experts on the Department’s ancillary accounting systems, directing the accounting work and providing technical assistance. + Assist in the preparation of Departmental Reports Requirements: To be effective, the candidate must develop a strong understanding of HHS programs and the Department financial processes, and be able to effectively communicate them to various audiences. The candidate must have a firm grasp of the state’s accounting system.
