We are seeking a highly skilled and motivated I **nspection Independent Quality Lead (IIQL)** to manage the field operations of the construction acceptance inspection efforts for the Independent Quality Firm (IQF), Atlas, on the Mobile River Bridge project in Mobile, Alabama. Come join us!
The ideal candidate will have demonstrated experience in successfully leading a team of Inspectors / Field Technicians in the acceptance inspection of all aspects of heavy highway construction and oversight of the documentation of the IQF field activities (inspections and testing). The IIQL will ensure accurate documentation of inspections and tests, maintain high standards of quality and safety, and supervise the IQF field personnel.
**Job responsibilities include but are not limited to:**
+ Oversee Construction Quality Acceptance
+ Supervise inspections of heavy highway construction activities (e.g., grading, drainage, paving, bridges) to ensure adherence to project plans, specifications, and quality standards.
+ Develop Inspection Plans and Procedures
+ Create and implement detailed inspection protocols for materials, and construction processes, tailored to the project construction regulations.
+ Manage Inspection Team
+ Lead, train, and schedule a team of Quality Acceptance Inspectors, ensuring they are assigned to work for which they are proficient, and equipped to safely perform the inspections and tests.
+ Test and Document Materials Quality
+ Coordinate the sampling and testing of construction materials (e.g., soils, aggregates, hot mix asphalt, concrete) to confirm they meet project specifications and DOT (Department of Transportation) standards.
+ Ensure Regulatory Compliance
+ Verify that all construction practices comply with applicable codes, standards, and permits (e.g., AASHTO, FHWA, OSHA, and state-specific DOT regulations).
+ Documentation of Construction Progress (Quantities)
+ Oversee regular on-site evaluations of construction progress, including earthwork, drainage systems, pavements systems, and structural components, with the purpose of confirming required inspection and testing frequencies are met.
+ Document and Report Findings
+ Compile detailed inspection reports, including field tests, measurements, and test results, to document compliance, and identify deficiencies
+ Coordinate Inspections/Testing with Construction Activities
+ Collaborate with the Design Builder’s Personnel to schedule timely Hold Point Inspections and to resolve observed quality issues, and document corrective actions when deviations occur.
+ Oversee Traffic Control and Safety Standards
+ Ensure traffic control devices on the construction site adhere to approved traffic control plans. Managing the inspection of traffic control measures, inspection staff safety training and practices, and personal protective equipment (PPE) use to minimize risk of injury on the Project.
+ Non-Compliance Issues
+ Identify deviations from approved contract documents (plans or specifications) and prepare Non-Conformance Reports (NCRs) or Construction Deficiency Reports (CDRs) as appropriate. Review proposed solutions and make recommendation to IQM regarding IQF concurrence.
+ Facilitate Audits and Owner Reviews
+ Prepare for and support external audits by the Project Owner, providing documentation and participating in interviews.
+ Monitor Environmental Compliance
+ Inspect erosion control measures, stormwater management, and other environmental safeguards to confirm compliance with the approved erosion control plans.
+ Daily Dispatch of Inspection/Testing Personnel
+ Align daily inspection and field-testing schedules with construction activities to meet inspection and testing requirements and minimize construction delays.
+ Atlas Health and Safety Policies and Procedures
+ Follow the Atlas health and safety policies and procedures, and ensure staff are trained in the same.
**Minimum requirements:**
+ Registered Professional Engineer
+ No less than 20 years’ experience in a comparable role
+ A part of the candidate’s experience must have been in an independent quality role on a project with a construction value over $250M within the last five years
+ Excellent leadership, organizational, and communication skills
+ Ability to work independently and as part of a team
+ Strong problem-solving skills and attention to detail
**Technical requirements:**
+ Extensive knowledge of typical DOT construction standards and specifications.
+ Familiar with the Manual of Uniform Traffic Control Devices (MUTCD).
+ Familiar with Quality Management Systems.
+ Extensive knowledge of Construction Materials Testing (CMT) methods, equipment, and industry standards.
+ Knowledge of safety regulations and procedures related to heavy highway construction.
