This position is located in District 58, Unit 750 of the Department of Transportation and Development and reports directly to the Transportation Operations Manager. The incumbent must be self-motivated and be able to perform duties many times with or without minimal supervision and also be able to interpret unforeseen conditions as they may arise. The incumbent will participate in appropriate DOTD structured training programs as needed and attend all continuing education classes and conferences deemed necessary to facilitate the performance of required tasks. Job Concepts Function of Work: To provide supervision, guidance, logistical support, and limited administration to a large group of personnel performing specialized highway, road, drainage, traffic control, lock operation, bridge operation, or bridge structure work within a district or statewide. Level of Work: Supervisor. Supervision Received: Broad review from a maintenance specialist or maintenance supervisor at district level or higher. Job Distinctions: Differs from Highway Foreman 1 by its supervision of a large group of personnel engaged in specialized highway maintenance (e.g., bridge construction, traffic control signals, marking, and signs)or bridge/navigational lock operation in a district or statewide. Differs from district maintenance superintendents by lack of overall responsibility for management of all maintenance activities for a district. Examples of Work BRIDGE OPERATION: Supervises subordinate bridge operators to insure proper and efficient bridge operation, routine maintenance, and record keeping. . Prepares schedules, assigns operators to respective shifts and arranges schedules to accommodate absenteeism due to vacation, illness, or other emergencies. Insures that the bridges assigned are properly maintained, properly operated, and dependably manned. Oversees routine maintenance and servicing of engine generator sets and bridge opening machinery. Insures that the bridges have adequate equipment and supplies and makes certain that all mechanical and electrical systems on the bridge are functioning correctly by scheduling repair and maintenance with the appropriate bridge maintenance crews. Trains new operators in the operation of their assigned bridge and monitors the operation on a continuing basis. HIGHWAY CONSTRUCTION/MAINTENANCE: Plans, directs, and supervises a large crew or multiple crews engaged in both new and reconstruction work including clearing, filling, grading, and laying new surfaces and specialized highway work. Inspects major construction and maintenance projects and determines materials and equipment needed. Supervises crew engaged in construction and reconstruction of all types of bridges. Orders and accounts for all materials used on jobs. Plans the work schedule so as to obtain maximum production while maintaining highest standards of performance. Instructs leaders and operators in the procedures and methods to be used. Supervises activities of a large road and stripping crew engaged in applying center line and no passing strips on state highways. NAVIGATIONAL LOCK OPERATIONS: Supervises operation of navigational locks and fresh water diversion structures. Directs daily work schedules for navigation lock operators, maintenance workers, and technicians. Exercises surveillance over reconstruction, repair and general maintenance of locks, water diversion structures, and the surrounding area. Oversees the routine maintenance of all lock machinery and equipment. Ensures that accurate records are maintained on the type and number of vessels passing through the locks as well as barometer, wind and tide readings, plus weather conditions. Directs the operation of navigation and traffic signals. Operates and supervises the maintenance of a twin diesel crew boat. Recommends action effecting the hiring, leave of absence and firing of subordinate personnel. Makes frequent inspections of all operating parts of the locks and fresh water diversion structures, plus support equipment. Reviews records and logs and submits reports on operations. Serves as chief liaison between engineering and field activities. Submits recommendations on level of spare parts and equipment that should be kept on hand for emergencies. Supervises major repair work in overhauling and reconditioning machinery and equipment and in making replacement installations. Leaves routine maintenance instructions for Navigational Lock Operators who perform shift work.
