HISTORIAN - DIRECT HIRE AUTHORITY
Summary The primary purpose of this position is to serve as historian at a large, multi-facet Air Force major command headquarters to carry out assignments in the production of annual histories, studies, and special projects. Work typically involves critical analysis of large, complex, major projects and is characterized by the need for substantial problem analysis. The AFMC History office ensures the preservation of the history of the Command and providing full range of historical research services. Responsibilities Creates special studies and other historical products. Supplies specialized historical information and data to the commander and staff, other Air Force and government agencies, and other authorized individuals in support of Air Force positions on matters of congressional and legal interest. Serves as authoritative advisor, responds to queries, and conducts outreach. Provides an authoritative source for information, expert advice, and opinion on historical matters. Assists in the organization, filing and maintenance of the historic document collection, providing direction to office personnel on filing and retrieval of archival documentation, and digitization. Writes and maintains the official permanent history of the unit/MAJCOM, detailing the organization's operations, activities, and mission accomplishment. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: history; or related field that included at least 18 semester hours in history. OR Combination of education and experience: courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Examples of creditable specialized experience include: conducting historical research and writing assigned portions of comprehensive, interpretative, objective periodic histories, special studies and/or reports. planning detailed and complex historical studies; anticipating and solving problems; collecting, organizing, and interrelating large amounts of diversely formatted data drawn from a wide variety of sources; developing or overseeing policies, plans, procedures and/or production of historical products. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Ph.D. or equivalent doctoral degree that equips the applicant to perform the duties and responsibilities of the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1: Knowledge of professional research principles, concepts, methodology, and techniques including historical and organizational research. Ability to plan detailed and complex studies; anticipate and solve problems; collect, organize, and interrelate large amounts of diversely formatted data drawn from a wide variety of sources; and to communicate effectively. Ability to evaluate critically sources of information, and to establish validity of historical facts. 2: Knowledge of Air Force and command history programs and current operations, policies, programs, and activities, especially as they apply to a large complex installation or center and its mission. 3: Knowledge of effective techniques required to conduct oral history interviews and research. 4: Ability to organize work, set priorities, and determine resource requirements, determine goals and strategies to achieve them, coordinate with other organizations or parts of the organization, monitor progress, and evaluate outcomes. 5: Ability to communicate in a logical, clear and concise manner, both orally and in writing, and to effectively deal with counterparts at MAJCOM, Air Staff, and command and staff levels. 6: Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives and make recommendations. 7: Ability to maintain good working relations with officials from a variety of organizations-historians subordinate offices, co-workers, contractors, scholarly colleagues, editors, researchers, and the public. Ideal candidate: Graduate degree in military history PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
