The **Homeland Security Consultant** will work directly with state, local, tribal, and territorial (SLTT) governments; law enforcement agencies; fusion centers; emergency management offices; and other homeland security stakeholders to strengthen border security, mitigate the risk of domestic violent extremism, and prepare for future active threat-related emergencies. **Responsibilities for the Homeland Security Consultant Include:** + Develop risk assessments to analyze vulnerabilities, threats, and risks to border communities and critical infrastructure. + Design and implement law enforcement-focused plans and strategies to counter domestic violent extremism, protect soft targets, and enhance border security measures. + Conduct capability assessments to support homeland security grant applications, including Urban Areas Security Initiative (UASI) and State Homeland Security Program (SHSP) funding. + Develop and facilitate tabletop exercises (TTXs), functional exercises (FEs), and full-scale exercises (FSEs) focused on active threats, counterterrorism operations, and border security response. + Lead the development of training curricula for law enforcement and homeland security professionals on emerging security threats, intelligence sharing, and incident management. + Draft After-Action Reports (AARs) and improvement plans based on real-world incidents and exercises. + Provide subject matter expertise on fusion center operations, information-sharing frameworks, and intelligence-led policing strategies. + Serve as a project manager on engagements of varying size through managing project scope, managing a team of support personnel, tracking budgets, controlling project risks, maintaining project quality, and leading project communication and stakeholder engagement. + Lead strategic business development efforts across the country, including the development of proposals in response to solicitations for services. + Maintain awareness of federal homeland security policies, best practices, and emerging threats to inform client recommendations. **Qualifications for the Homeland Security Consultant Include:** + Bachelor-s degree. + 7+ years of experience in homeland security, law enforcement, intelligence analysis, emergency management, or counterterrorism. + Direct experience developing risk assessments, security plans, training programs, exercises, or AARs related to homeland security threats. + Understanding of domestic violent extremism threats, border security challenges, and law enforcement intelligence processes. + Experience working with federal, state, or local homeland security agencies, fusion centers, or law enforcement partners. + Strong technical writing and facilitation skills to support client engagements. + Ability to travel as needed for client site visits, trainings, and exercises. **Compensation for the Homeland Security Consultant Includes:** + Salary range of $85,000 - $125,000.
