About the Indiana Horse Racing Commission (HRC): We know real Hoosier horsepower! It is the mission of the Indiana Horse Racing Commission to oversee pari-mutuel horse racing in Indiana, and to protect the integrity of the sport through active and diligent regulation. Role Overview: As the Horse Racing Director, you will be responsible for overseeing the operations of the test barn including technicians and program employees. In this position, you will ensure proper regulations are met in the handling of biological hazardous waste and the supervision of the handling of all laboratory specimens. Salary Statement: The salary for this position traditionally starts at $53,222.00 but may be commensurate with education or work experience. A Day in the Life: ​The essential functions of this role are as follows: + Oversee operations of Commission test barns, blood gas laboratories, and Salix programs. + Review and evaluate specimen operations and establish policies and procedures to ensure uniform interpretation and accurate application of commission regulations, instructions, standards, and specifications + Supervise the handling of all laboratory specimens to prevent tampering, confusion, or contamination. + Ensure sample handling and shipping is in accordance with the IHRC rules and procedures. + Keep proper records of test barn activity and sample specimens to ensure the integrity of the chain of custody. + Oversee split sample process by scheduling sessions for splitting a sample, documenting applicable witness signature, collecting payment, and ensuring all other necessary paperwork is properly filed. + Maintain equipment and supplies for test barn and blood gas laboratory. + Maintain the proper logs for different aspects of the program for the test barn, horse documentation, and sampling procedures. + Maintain Bleeder Certificate Database. + Draw blood on horses in the test barn as necessary if the commission contract veterinarian is unavailable. + Manage Employee Manuals for veterinarians, veterinary technicians, and test barn technicians. + Supervise the implementation of biosecurity procedures during a disease outbreak and assist commission contract veterinarians with equine biosecurity during a disease outbreak and emergency situations. + Pre- and post-race meet briefings with IHRC security/investigators. + Create and maintain year-end reports for racing data and make recommendations for future years. + Request and oversee the maintenance of the test barn and blood gas lab. Direct racetrack personnel as it relates to repair projects and renovations when needed. + Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development. + Set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees.  Ensure work adheres to quality standards, deadlines, and proper procedures.  The job description is not designed to cover or contain a comprehensive listing of activities, duties, or responsibilities that are required of the employee.
