AID Atlanta is seeking a skilled consultant who is an expert in HUD’s Housing Quality Standards. Consultants would be required to perform physical inspection of a property that's assisted by HUD to assess its condition and ensure the health and safety of its residents. 

This is a contracted position where inspections are performed on an as needed basis.

 

Provision of Services

A. Services.  Consultant's services shall consist primarily of the following (additional duties as applicable)

Conduct Housing Quality Inspections to ensure the housing provided is safe and sanitary and in compliance with local and state housing codes, licensing standards, and any other jurisdictional requirements, and the HOPWA program habitability standards as outlined in 24 CFR 574.310(b).Structure and materials - The structures must be structurally sound so as not to pose any threat to the health and safety of occupants and so as to protect the residents from hazards.Access - The housing must be accessible and capable of being utilized without unauthorized use of other private properties. Structures must provide alternate means of egress in case of fire.Space and Security - Each resident must be afforded adequate space and security for themselves and their belongings. An acceptable place to sleep must be provided for each resident.Interior Air Quality - Every room or space must be provided with natural or mechanical ventilation. Structures must be free of pollutants in the air at levels that threaten the health of residents.Water Supply - The water supply must be free from contamination at levels that threaten the health of individuals.Thermal environment - The housing must have adequate heating and/or cooling facilities in proper operating condition.Illumination and electricity - The housing must have adequate natural or artificial illumination to permit normal indoor activity and to support the health and safety of residents. Sufficient electrical sources must be provided to permit use of essential electrical appliances while assuring safety from fire.Food preparation and refuse disposal - All food preparation areas must contain suitable space and equipment to store, prepare, and serve food in a sanitary manner.Sanitary conditions - The housing and any equipment must be maintained in sanitary condition.Lead based paint - If the structure was built prior to 1978, there is a child under the age of six who will reside in the property, and the property has a defective paint surface inside or outside the structure, the property cannot be approved until the defective surface is repaired by at least scraping and painting the surface with two coats of non-lead based paint. Defective paint surface means applicable surface on which pain is cracking, sealing, chipping, peeling or loose. If a child under the age of six has an Elevated Blood Level paint surfaces must be tested for lead based paint. If the lead is found present, the surface must be abated in accordance with 24 CFR Part 35. (Source U.S. Department of Housing and Urban Development 24 CFR Part 574.B574310 (b). B882.404 (c) (3), and CPD 94-95.2. Completed Inspection Forms should be submitted via email within 24hours of the inspection being performed. Inspection Forms may also be hand delivered where applicable.

B. Personnel.  Consultant will, with prior written authorization from AID Atlanta, personally provide the services required by this agreement unless Consultant is ill.

C. Performance Standards.  In performing services under this agreement, consultant will (i) use diligent efforts and professional skills and judgment; (ii) perform professional services in accordance with recognized standards of the applicable profession; (iii) comply with the bylaws, rules, and regulations of AID Atlanta; (iv) comply with all material and applicable federal, state, and local laws and regulations; and (v) comply with policies of AID Atlanta.
