Job Description
Position Summary
The Housing Voucher Specialist plays a vital role in administering housing assistance programs, ensuring the accurate processing of vouchers, and facilitating communication between housing agencies, residents, and property management teams. This position focuses on ensuring compliance with the Housing Choice Voucher (HCV) Program and other housing assistance program guidelines while maintaining strong relationships with property associates. The ideal candidate will have a background in real estate management, housing programs, or compliance, with excellent organizational and customer service skills.
Essential Job Functions
1. Facilitate the end-to-end process of collecting, reviewing, and submitting Owner Packets for new properties and agencies participating in the Housing Choice Voucher (HCV) program. Ensure all required documentation is complete, accurate, and compliant with program guidelines and regulatory requirements. Serve as a point of contact for property owners, management companies, and agencies, providing guidance on submission procedures, required forms, and compliance standards. Work closely with internal teams to track progress, resolve discrepancies, and ensure timely processing of Owner Packets to support seamless program enrollment and participation. (10%)
2. Collaborate with property management teams, leasing staff, and government agencies to address voucher-related concerns, ensuring compliance with Housing Choice Voucher (HCV) program regulations. Act as a liaison to facilitate clear communication, resolve disputes, and provide guidance on program requirements, lease-up procedures, and tenant eligibility. Develop and deliver training sessions for internal teams and external partners, equipping them with the knowledge and tools necessary to navigate the voucher process effectively. Maintain up-to-date knowledge of program policies and regulatory changes to provide accurate information and support. (30%)
3. Provide direct support to properties in resolving resident ledger discrepancies, ensuring accurate accounting of payments, adjustments, and subsidy allocations. Assist with processing rent increase requests by verifying compliance with Housing Choice Voucher (HCV) program guidelines and submitting necessary documentation to the appropriate agencies. Address various voucher-related issues, including payment delays, tenant recertifications, and program compliance concerns, by coordinating with property management teams, residents, and government agencies. Maintain thorough records of all requests and resolutions to ensure transparency and program integrity. (40%)
4. Compile, analyze, and prepare detailed reports for management that document voucher activity, program participation trends, and community compliance with Housing Choice Voucher (HCV) program requirements. Track key metrics such as lease-up rates, rent adjustments, outstanding payments, and regulatory compliance issues to provide valuable insights for decision-making. Ensure reports are accurate, timely, and aligned with agency guidelines and internal policies. Collaborate with internal teams to identify areas for improvement and implement best practices to enhance program efficiency and compliance. (5%)
5. Oversee and manage all correspondence with government agencies, ensuring timely receipt, documentation, and distribution to the appropriate internal contacts. Serve as a liaison between property management teams and housing agencies, facilitating clear communication and prompt resolution of inquiries, compliance requests, and program updates. Maintain accurate records of all correspondence and follow up as needed to ensure program requirements and deadlines are met. Proactively address any issues or concerns that arise, ensuring seamless coordination between all stakeholders. (15%)
Education
This position requires an Associate Degree in Property Management or related discipline or equivalent experience.
Please note: 3 - 4 years of relative work experience offset the minimum educational requirements
Work Experience
Below is the required/preferred work experience for this position:
1 - 2 Years: Housing Choice Voucher management experience required
1 - 2 Years: Professional Experience in Lease Administration or Real Estate preferred
1 - 2 Years: Yardi Software Experience required
