About the Patient's Compensation Fund
The Patient's Compensation Fund (PCF) was created in 1975 to provide an affordable and guaranteed medical malpractice coverage system for the private healthcare providers in the state. The Patient's Compensation Fund is an off-State budget entity of the State, which is 100 percent self-funded, and governed by the PCF Oversight Board. The Patient's Compensation Fund provides protection for the healthcare system, keeping costs down, and providing a guaranteed pool of funds to pay those citizens injured from medical malpractice of private care providers.
We are a small agency invested to retain a skilled, productive, engaged, diverse team that we support through training and development, building connections, and supporting a harmonious work life while delivering quality services to the citizens of Louisiana.
The PCF is a non-LaGov, off-budget, Boards and Commissions agency statutorily under the Division of Administration with an internal Human Resources Unit to carry out required HR operational services. The PCF is not a typical “paper agency” as reporting is maintained in HCM, LEO, and OGB’s e-Enrollment.
About this Position
Incumbent will primarily function as subject-matter expert in areas of payroll, benefits, and leave management while additionally working in the agency’s worker’s compensation and training and development programs. Incumbent in this position will possess a high-level of judgment and decision making, ethics and integrity, confidentiality, and financial savvy skill set while professional oral and written communication skills are at expert-level at the highest level of the CPG. The HR Specialist will differ from the HR Analyst C by the presence of serving as technical specialist over assigned programs while the HR Analyst C will differ from the HR Analyst B by the presence of advanced level human resources duties. The HR Analyst B differs from the HR Analyst A by the prsences of experienced level human resources responsibilities. Incumbent receives direct supervision from the Human Resources Director A.

NOTE REGARDING THE ADVERSTISED PAY:
This position participates in a Career Progression Group (CPG) and may be filled at a Human Resources Analyst A, Human Resources Analyst B, Human Resources Analyst C or Human Resources Specialist level which will be determined by the qualifications of the candidate selected. This position provides the opportunity to advance within this job series.
The actual starting salary depends on the education and experience of the selected applicant.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Three years of human resources experience; OR
Six years of full-time experience in any field; OR
A bachelor’s degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Examples of Work
Processes bi-weekly payroll. Review agency time records for accuracy and approval levels before time entry in the agency payroll system. Tracks employee annual and sick leave balances and sends notifications to supervisors as required by agency policy.
Provides a general, basic explanation of employee benefit programs and advises employees of various options available under some programs. Review benefits documents for accuracy and completeness and forward them to the appropriate office. Tracking employee benefit enrollment.
Tracks the agency's leave management program. Communicate with employees regarding the documentation and training for Americans Disability Act (ADA), Family Medical Leave Act (FMLA),Maternity Leave, and Parental Leave.
Processes a full range of personnel and payroll actions needed to complete appointments, pay increases, promotions, transfers, separations, etc.
