Summary About the Position: Serves as Human Resource Specialist for US Army Veterinary Readiness Activity, Hawaii with primary responsibility for personnel data systems management, technical guidance, and comprehensive human resources operations. This position is located at Schofield Barracks, HI. Incumbent may also be expected to work occasionally at Joint Base Pearl Harbor Hickam, HI. Responsibilities Oversees personnel records, processes Personnel Actions through IPPS-A, manages the Awards Program and decorations, handles personnel evaluations (OER/NCOERs), maintains personnel files, serves as DTS Organizational Defense Travel Administrator. Assists managers with preparation of forms and personnel action requests through IPPS-A including DEROS changes, Command Sponsorship of Dependents, Retirement requests, curtailment of overseas tours, etc. Manages the Army Good Conduct Medal Awards Program andcompiles statistical data for annual reports Functions as the primary Finance liaison processing all service member finance inquiries Manages procurement through GPC, oversees budget tracking and Time and Attendance responsibilities, and maintains supply of forms, certificates, and award materials. Manages enlisted assignment distribution list for departing personnel, coordinates with MPD for accurate PCS Orders, and monitors clearance obligations. Coordinates, schedules, and assists with processing Health Profession Scholarship Program (HPSP) veterinary students for annual ADTs/rotations. Determines eligibility for DA Centralized Promotion Boards, conducts interviews, serves as Promotion Board Recorder, and manages the Grade Reduction program. Prepares and submits standard personnel actions on DA Form 4187 including name changes, requests for reassignment, compassionate reassignment, and applications for service school. Processes newly assigned military members ensuring all required documentation is present, prepares messages/letters to losing Command requesting necessary information, and schedules finance appointments. Manages leave tracking using LTR and 600-8-l0b Leave Control Log. Ensures soldiers are paid for correct duty location, rank, and Specialty Pay. Manages Duty Status Roster on IPPS-A database, tracks temporary duty assignments and absences, and oversees the Unfavorable Information Program, advising commanders on TDY eligibility and maintaining required documentation. Specialized Experience: One year of specialized experience which includes drafting correspondence; compiling reports using statistical data; maintaining personnel records; and in processing personnel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Proficiency Required: This position requires a qualified typist. A qualified typist can type 40 words per minute based on a 5 minute sample with three or fewer errors. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-06). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
