The DOT Compliance Manager will be responsible for leading and overseeing various compliance initiatives within the organization, with focus on DOT regulations. This individual will manage and support DOT-focused programs and projects, including overseeing Freshdesk administration, Drug and Alcohol testing, Safety Compliance, and supporting Field Operations. The role requires effective collaboration with cross-functional teams to align projects and communications with DOT standards.

Responsibilities:

\n

DOT Compliance Oversight:

\n\nEnsure daily support for DHL Express, maintaining adherence to DOT regulations.\nLead or support DOT programs and projects, ensuring seamless execution.\nManage DOT employment verification and ensure timely responses.\nIdentify and inform management of DOT compliance issues, safety risks, and improvement opportunities through the conduct of daily, weekly, and monthly audits.\n\n

Driver Qualification (DQ) Files:

\n\nConduct audits of DQ files to identify non-compliance or missing documents.\nCollaborate with stakeholders to gather and upload missing DQ files into Beacon.\nEnsure all documentation is properly submitted/received and audit files for missing or expired documents.\nPerform ongoing monitoring and audits to maintain compliant DQ file.\n\n

Collaborate with Stakeholders for DQ Files Management:

\n\nWork closely with relevant stakeholders to ensure the complete and accurate collection of necessary Driver Qualification (DQ) files.\nOversee the uploading of these files into Beacon, ensuring that all documentation is current and accessible for compliance review.\n\n

Field Operations Support:

\n\nProvide continuous support to the Field Ops Team, addressing any concerns or issues related to DOT compliance.\nConduct regular training sessions or workshops to keep the team updated on the latest DOT regulations and best practices.\nDevelop and maintain a repository of resources and documentation to assist in understanding and adhering to DOT standards.\n\n

Drug and Alcohol Testing (D&A):

\n\nManage Post-accident and Reasonable Suspicion testing to ensure compliance.\nGenerate testing orders, monitor results, and maintain records in Sterling.\nCommunicate testing results to the field team and update the Drug and Alcohol Metrics Tracker.\nEnsure Drug & Alcohol Testing compliance awareness and adherence.\n\n

Safety Management and Reporting:

\n\nMonitor safety scores and violations on the Safety Management System (SMS)\nUpdated reports monthly to relevant stakeholders (Fleet or Safety Team).\nProvide monthly reports on safety compliance, including BASIC scores and ISS ratings.\nPerform annual Motor Vehicle Record (MVR) checks for all relevant personnel before the set deadline, address non-compliant employees, create action plans, and follow up.\n\n

FMCSA Compliance:

\n\nPerform limited queries in the FMCSA Clearinghouse to ensure ongoing compliance with drug and alcohol regulations.\nManage SAP/Return to Duty Process, ensuring accurate reporting and compliance with mandatory test requirements.\nAccurate & Timely reporting of non-compliance.\n\n

Management Information System (MIS) Reporting:

\n\nCompile and generate regular MIS reports to provide insights into DOT compliance metrics.\nPrepare and submit Management Information System (MIS) reports as required by DOT regulations.\nEnsure accurate and timely reporting of annual drug and alcohol testing data.\n\n

Ad hoc Function:

\n\nEfficiently administer Freshdesk, managing and assigning tickets.\nRespond to miscellaneous tickets erroneously assigned to HR Compliance.\nSupport the Senior Manager in understanding and executing the organization's human resource compliance strategy, particularly concerning DOT compliance requirements.\nOversee Designated Employer Representative (DER) tasks in alignment with DOT regulations and company policies.\n\n

Key Performance Indicators (KPIs):

\n\nAchieve and maintain a high level of compliance with DOT regulations.\nTimely completion of DQ file audits and reporting.\nMaintain compliance with DOT drug and alcohol testing requirements.\nPrompt execution of DOT programs and projects.\nTimely and accurate reporting on safety scores and compliance metrics.\nEnsure FMCSA compliance through accurate and timely reporting.\n

Skills & Qualifications:

\n\nBachelor's degree in a relevant field or equivalent experience.\nExtensive knowledge of DOT regulations and compliance.\nProficient in analytical and problem-solving skills.\nExperience in managing ticketing systems, with a preference for Freshdesk.\nProven project management abilities, capable of leading or supporting initiatives.\nExceptional communication and organizational skills.\n\n
