Reporting to the Manager, HR Strategy and Program Development, the HR Consultant, Strategy and Program Development designs, develops, and implements complex organization-wide talent management initiatives, including onboarding, leadership development, performance management, succession management, and workforce planning
What can I expect to do in this role?
· Design, develop, implement and continuously improve HR and talent management programs (including onboarding, performance management, succession management, leadership development, career management). Ensure program design is in alignment with the town’s strategic and operational plans and departmental priorities.
· Track and communicate the progress of initiatives against defined project milestones to ensure progress versus expectations.
· Analyze and develop HR solutions to address departmental and team effectiveness needs. Assesses root cause of team challenges and performance gaps and provides intervention design and expert advice to people leaders and HR colleagues on appropriate interventions, including team building, skill-building, facilitation design, performance improvement, leadership development and vendor referral.
· Design and implement organizational development strategies and programming to support corporate change initiatives (e.g. diversity and inclusion programming, data management strategy)
· Collaborate and work closely with other functional HR areas and departmental partners to implement increased efficiencies of HR and talent management programs, including leading the implementation of on-line self-serve solutions.
· The incumbent is expected to facilitate process improvements to streamline and improve service delivery to employees and leadership.
How do I qualify?
Bachelor’s degree in Human Resources, Organizational Development, Business Administration or related discipline with minimum of 5 years of related work experience, preferably in the public sector (an equivalent combination of related post-secondary education and extensive relevant experience may be considered)
· Demonstrated experience designing and delivering corporate-wide organizational development programs, including providing consultation to people leaders.
· Collaborative work style with HR colleagues and clients that exhibits a solutions-oriented approach and self-motivation
· CHRL designation is considered a strong asset
