**Position Description:**
This position provides advanced technical and administrative HR support and expertise on a broad range of employee benefits and payroll matters while also serving as the University’s primary leave administrator, ensuring compliance with all legal and regulatory requirements.

**Major/Essential Functions:**
• Administer employee benefits programs, including health insurance, wellness and retirement programs.
• Advise and inform employees of changes and developments related to benefits, including eligibility, coverage, and provisions.
• Complete system entries and conduct regular audits to ensure accurate enrollment and reporting for benefit eligible employees.
• Coordinate and conduct employee information sessions throughout the year.
• Draft guides, policies, procedures, proposals, and correspondence related to Benefits.
• Responsible for the day-to-day processing of all employee leave of absence benefits (e.g., Disability, FMLA, Sick/Family Leave Pool, Non-FMLA Medical, Parental leave, Workers’ Compensation, etc.) in support of benefits and payroll functions. Gather and complete all required paperwork, determine leave eligibility, designate leave as FMLA-qualifying, request medical certification as needed, and account for all intermittent and reduced schedule leave use.
• Serve as a subject matter expert on leave administration. Interpret, communicate, and provide strong customer service to employees regarding TTUS Regulations and HSCEP Operating policies related to leave-based benefits.
• Communicate with employees on leave-related matters to facilitate a smooth and timely return to work. Facilitate communication between employees, managers, Payroll & Tax Services, and HR during leave periods. Respond to inquiries submitted to the Leave inbox. Process related payments in the HRIS system and facilitate related work with Payroll & Tax Services.
• Maintain knowledge of TTUS Regulations and HSCEP Operating Policies, and Federal, State and local law as well as the administrative requirements necessary to maintain compliance.
• Serve as the liaise for benefits and leave administration between TTUHSCE El Paso, employees, vendors and
health care providers in accordance with policy and law. • Train, provide guidance and advise departmental leaders on the interaction of federal and state leave laws and University time off relating to FMLA, Sick/Family Leave Pool, Non-FMLA Medical, Parental leave, Workers’ Compensation, and Short- and Long-Term Disability benefits.
• Serve as TTUHSC EP’s Workers' Compensation claims administrator.
• Identify business process improvement opportunities for customer service and efficiency improvements.
• Partner with the TTU Office of Risk Management, the TTUHSC El Paso Police Department, Payroll & Tax Services, the Office of General Counsel, and Employee Relations team(s) to coordinate internal processes across all leave types from initial absence to return to work.
• Assist with projects to improve the quality of HR services provided. Plan, develop, and modify HR programs to better serve the needs of TTUHSC El Paso.
• Provide data collection specific to unemployment claims, and serve as a lead or active participant in related hearings, and investigations, etc.
• Remain current with all licensure, certifications and mandatory compliances and trainings required of this position.
• Adhere to all policies, procedures and practices (Regents Rules, TTUS, HSECEP OPs, etc.).

**Preferred Qualifications:**
• Knowledge of ACA, HIPAA, COBRA, and other regulatory frameworks.
• Knowledge of TRS (Teacher Retirement System of Texas) and ERS (Employees Retirement System of Texas).
• Current Certified FMLA Administration (CFMA), Certified Disability and Absence Management (CPDM) or Certified Leave Management Specialist (CLMS).
• Experience in an academic medical/health sciences center, healthcare/hospital or higher education setting.

**Required Qualifications:**
• Bachelor's degree required in Human Resources Management, Business Management, Business Administration or a related field.
• 3 years of in a Human Resources Generalist supporting employee benefits programs to include the delegation of FMLA-qualifying events., Human Resources Business Partner, Human Resources Administrator position and/or comparable level within human resource setting (higher education or academic medical/health science center preferred). Additional job related education may be substituted for the required experience on a year-for-year basis.
• Demonstrated ability to maintain organization of projects and deliverables while handling multiple projects and managing numerous deadlines with the ability to prioritize and meet responsibilities in a changing environment.
• Excellent interpersonal and communication skills with a high degree of commitment to confidentiality.
