Job Description:
Parsons is looking for an amazingly talented HR/Government Relations Manager to join our team! In this role you will get to manage the organization’s HR compliance with local, state, and federal laws, as well as overseeing government-related processes such as labor law compliance, employee immigration, and work permits. This position also serves as the primary point of contact for all government relations and works closely with senior leadership to ensure alignment with regulatory requirements and best practices in HR. The successful candidate will demonstrate expertise in HR management, legal compliance, and building strong relationships with government agencies.
What You’ll Be Doing:
Government Relations:
Develop and maintain relationships with government agencies, regulatory bodies, and external partners to ensure compliance with all laws and regulations.
Serve as the primary point of contact for all government-related matters, including labor laws, immigration, permits, and other statutory requirements.
Monitor changes in laws, regulations, and government policies affecting the organization and advise senior management on necessary actions to maintain compliance.
Advocate for the company’s interests with government entities, ensuring that any issues or concerns are addressed in a timely and professional manner.
Labor Law Compliance:
Ensure that all HR policies and practices are in compliance with local, state, and federal labor laws.
Manage and resolve any legal disputes or issues related to labor relations, employment standards, or regulatory non-compliance.
Keep up-to-date with changes in labor legislation and ensure the organization’s HR practices are aligned with new legal requirements.
Develop and implement strategies to mitigate any risks associated with labor law violations and non-compliance.
Employee Immigration and Work Permits:
Oversee and manage the process of employee visas, work permits, and immigration documentation, ensuring timely applications and renewals.
Provide guidance to employees on visa and work permit requirements, and ensure compliance with immigration laws.
Liaise with legal advisors or government agencies to ensure that all immigration-related documentation is accurate and up to date.
HR Policy Development and Implementation:
Lead the development, review, and implementation of HR policies and procedures to ensure alignment with government regulations and best practices.
Ensure that internal policies are communicated effectively to all employees, providing training where necessary.
Advise management and staff on HR-related matters, helping to resolve issues and promote a positive and compliant work environment.
HR Reporting and Documentation:
Maintain accurate records of government-related documents, including employee work permits, labor law compliance reports, and other regulatory filings.
Prepare and submit reports to government agencies as required, ensuring timely and accurate submissions.
Work with legal teams to ensure that all employment contracts and agreements meet statutory requirements.
Employee Relations and Conflict Resolution:
Assist in resolving employee relations issues, ensuring fair treatment of employees in line with labor laws and company policies.
Conduct investigations into complaints or disputes, and recommend appropriate action to resolve conflicts.
Support HR team in managing employee grievances and disciplinary actions, ensuring that they are handled according to legal and regulatory frameworks.
Stakeholder Management:
Coordinate with external stakeholders, including government officials, legal advisors, and industry associations, to ensure the company’s interests are well-represented.
Manage the company’s relationships with labor unions, where applicable, to ensure effective negotiation and resolution of issues.
Serve as a strategic advisor to senior leadership on government relations matters and HR strategy in relation to regulatory changes.
Training and Awareness Programs:
Organize and conduct training programs for employees on HR policies, labor laws, compliance, and government regulations.
Provide coaching and support to HR team members in understanding the intersection of HR practices and government relations.
What Required Skills You’ll Bring:
Bachelor’s degree in Human Resources, Business Administration, Law, or a related field. A Master’s degree or HR-related certifications (e.g., SHRM-CP, PHR) are a plus.
Minimum of 5-7 years of experience in HR management, government relations, or compliance.
At least 3 years of experience in handling labor law compliance, immigration, and government-related affairs.
Proven experience managing complex government relations issues, including navigating regulatory and legal challenges.
In-depth knowledge of labor laws, employment standards, and government regulations.
Strong understanding of immigration policies and work permits for employees.
Excellent negotiation, communication, and interpersonal skills for managing relationships with government entities and external stakeholders.
Strong problem-solving and conflict resolution abilities.
Proficiency in HR software and Microsoft Office Suite.
Ability to manage multiple priorities and work effectively in a fast-paced environment.
Professional certifications in HR, such as SHRM-SCP or HRCI’s SPHR.
Knowledge of local and international labor law practices and global compliance standards.
Familiarity with government reporting systems and submission processes.
Experience in managing employee relations within a diverse workforce.
Fluency in additional languages (depending on the location of operations) to facilitate better communication with external stakeholders.
